The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a six-time award winning, nationally recognized agency and recipient of the National Gold Medal Award for Excellence in Parks and Recreation Management, serving the Maryland region adjacent to the Nation's Capital.
 
M-NCPPC, Prince George's County, Department of Parks and Recreation's Human Resources Office is seeking a Human Resources Manager to be directly responsible for the overall management, administration, coordination of the human resources function within the Department of Parks and Recreation.  This position will provide strategic and tactical guidance, advice, and support to senior and executive management on the full range of issues pertaining to the operation and delivery of HR services, including but not limited to consultation on complex or sensitive personnel matters, allocation of workforce resources, and development and execution of general human resources strategies and plans.
 
 Examples of Important Duties:

  1. Responsible for the general leadership, direction, and supervision of the Human Resources (HR) staff and work program for the Department of Parks and Recreation.
  2. Oversee the day-to-day operations and activities of the HR work program.
  3. Plan and organize all HR activities within the department to include: employee/labor relations, performance management, training and development, recruitment, and extended medical leave programs (i.e. FMLA, ADA, LTD, etc.).
  4. Align HR work program goals to departmental goals, objectives and systems
  5. Develop and administer various human resources plans and procedures in accordance with M-NCPPC rules, regulations, and policies.
  6. Conduct investigations, gather, and analyze information pertaining to performance management and/or conduct issues to ensure resolutions are in compliance with Commission rules and regulations, Collective Bargaining Agreements, and Federal and State employment laws.
  7. Partner with Legal, Audit, Risk Management, Corporate HR, and other Commission entities to derive at recommendations that support policies and employment laws.
  8. Provide recommendations to management and determine the appropriate course of action to address issues from initial stage to completion.
  9. Direct the development of internal HR processes and procedures relevant to the Department's HR work program.
  10. Conduct internal and external research to ensure that the Department is in alignment with best practice approaches in the HR industry.
  11. Lead meetings, facilitate management discussions, manage focus groups, and surveys to create HR initiatives that meet the needs of the Department.
  12. Develop and implement HR tools, resources, and training for management to utilize as a mechanism for effectively supervising their staff.
  13. Provide guidance to management and staff on various HR matters to ensure internal procedures are standardized and in compliance with Commission policies and all Federal, State, and local employment laws.
  14. Evaluate reports, decisions and results of department initiatives in relation to established goals. Recommend new approaches, policies and procedures to effect continual improvements in efficiency of department and HR services performed.
  15. Collaborate with Management to facilitate the various activities related to the Workplace Culture Effort within the Department.

Preferred Education and Experience
A Master's Degree in Human Resource Management.
HR professional certifications (SHRM-SCP, SPHR, IPMA-HR, etc.).
Eight to ten years of human resources management experience with at least five years of supervisory experience.

 Minimum Qualifications: 1. Bachelor's degree in business administration, management, or related subject; and

2. Eight years of progressively responsible administrative experience related to the needs of the department to which the position is assigned, including two years of progressively responsible supervisory or project management experience; or

3. An equivalent combination of education and experience.
