Summary

AC Transit is currently seeking qualified candidates for the position of  Human Resources Analyst for Leave Management. In addition to working with some of the best in the business at one of the largest bus agencies in California, AC Transit also has an excellent benefits package that includes pension, medical, dental and vision coverage, flexible spending and 457 savings plan.

Representative Functions

  • Interprets and administers leaves in accordance with the applicable federal and state employment laws (FMLA, CFRA, PDL, FEHA, ADA, USERA), District policies, and Collective Bargaining Agreements (CBAs).
  • Designates high volume and time sensitive medical and non-medical leave requests.
  • Facilitates resolution to ADA/FEHA Reasonable Accommodation requests.
  • Resolves time reporting discrepancies; along with daily communication with Payroll and Management, relating to employee leaves statuses.
  • Provides advice and counsel to employees, and management, within a unionized environment regarding leaves and accommodation.
  • Conducts on-going training on our web-based leave tracking system, regulatory compliance, and policy and procedures, to District and union personnel.
  • Works closely with other departmental units, and other District staff, to ensure compliance with all legal requirements.
  • Independently prepares, analyzes and validates reports.
  • Reviews and interprets medical reports and narratives.
  • Prepares written correspondence to employees, managers, and medical providers concerning work status.
  • Establishes and maintains confidential records.
  • Conducts case review meetings at various divisions in the surrounding area. 
  • Perform related duties as required.

Minimum Qualifications

Education:  Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, Business Administration, or a related field, from an accredited college or university. Education may be substituted with experience on a year for year basis.
 
Experience :   A minimum of three (3) years in a Human Resources department at the professional level, performing functions in recruitment and selection; classification and compensation; HR Information Systems; employee relations, benefits administration, leave management or AA/EEO.  Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.
  Knowledge Of : Principles and practices of Human Resources, including some or all of the following: employment, recruitment, testing, classification, employee relations, labor relations, and/or affirmative action/equal employment opportunity; statistics and techniques of data analysis; modern office practices including principles and practices of record keeping and confidentiality; computer software for word processing, spreadsheets, statistics, and presentation; English usage and business letter writing; and report and presentation writing.
 
Ability To: Compile, review, analyze, and interpret application materials, employee records, employment tests, and other selection methods and models, and related documentation; communicate effectively both orally and in writing in a business environment; analyze, and interpret statistics, surveys, and other data; independently compose reports, correspondence, and other documents; maintain confidentiality; work with a variety of diverse groups in a tactful and effective manner; effectively handle multiple assignments under deadline pressure; and establish and maintain effective working relationships with those encountered in the course of work using principles of excellent customer service.

Additional Information

Highly Desirable : Previous experience working in a Human Resources department dealing with a high volume of claims for Leave Management is highly desirable. Must possess exceptional written and verbal communication skills with an excellent track record of providing a positive customer experience in a Leave Management role. Must also possess the working knowledge of FMLA, CFRA, ADA, and FEHA. Experience in a union environment preferred. PHR, SPHR, or SHRM-CP certification preferred.

License Requirement: Must possess, or obtain and maintain a valid California Class C Driver License and meet the District's safe driving standards.
 
Physical Requirements : Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment; and (2) possess physical mobility in order to and within the various District facilities.
