Basic Function

Perform highly complex work in support of contract compliance administration, workforce program/ project management and outreach work in support of Workforce Initiative Now-Los Angeles (WIN-LA).

Example Of Duties

  • Serves on the cross-functional project team to ensure roll out of WIN-LA by analyzing requirements and translating requirements into effective strategies for program implementation
  • Supports in the development, design and implementation of Metro's Workforce Initiative Now-Los Angeles (Win-LA); including monitoring near and long-range goals and program performance standards
  • Oversees the design, development, and implementation of the programs workforce development and/or supportive training model
  • Identifies workforce development/ training solutions for the design and implementation of WIN-LA
  • Provides consultation in support of program design, performance methods; develops and recommends innovations for ongoing program implementation and monitoring
  • Oversees the research of learning, training, skills assessments and workforce development strategies; researches and analyzes workforce development, and educational and supportive resources in the region for integration in the WIN-LA program
  • Initiates actions to identify methods to improve WIN-LA program model design; and program effectiveness; identifies performance based solutions for program implementation
  • Provides guidance in determining program deliverables, constraints, risks, and/or opportunities; oversees the development, reviews and monitoring of the project/ program plans, deliverables, and schedules required for WIN-LA program implementation
  • Performs project management oversight to support efficient and effective roll-out and implementation of WIN-LA program
  • Recommends, reviews, updates, and implements WIN-LA program processes, procedures and guidelines
  • Performs activities in support of the administration of WIN-LA to ensure that contractors and program partners are in compliance with Metro policies program goals, initiatives, and objectives
  • Engages directly with various workforce/work source agencies, community based organizations, labor unions, contractors, educational institutions, small business organizations, and transit agencies to promote WIN-LA program goals
  • Supports in the oversight and coordination of internal and external outreach events in relation to the WIN-LA communication and outreach plan
  • Conducts presentations on WIN-LA at outreach events, workshops, Board of Director meetings, and internal meetings, including meetings with external stakeholders, constituents, and community members
  • Prepares program content, collateral and/or articles for Metro's newsletters, website, and other media related platforms
  • Prepares reports and various other correspondence
  • Prepares reports and gives oral presentations to management and the Board of Directors, as required
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Business, Public Administration, or other related field
  • 4 years' senior-level experience implementing economic development, workforce development, and/ or outreach programs
  • Valid California Class C driver license

Knowledge:

  • Theories, principles, and practices of economic development, workforce development, training development, or instructional program development
  • Public policy governing public programs and administration practices
  • Applicable local, state, and federal laws, rules, and regulations pertaining to public program oversight and compliance and/ or outreach program implementation
  • Principles of supervision and cross-functional team collaborative process
  • Modern program management theories
  • Business software applications such as Access, Excel, Outlook, PowerPoint, and Word

Abilities:

  • Oversee large-scale programs throughout the design, implementation, monitoring, and control phases
  • Communicate effectively orally and in writing
  • Prepare comprehensive project management reports, presentations, and correspondences
  • Identify and access training and/or instructional workforce development programs
  • Analyze situations, identify problems, recommend solutions, and evaluate outcome
  • Exercise judgment and creativity in making decisions
  • Proactively determine strategies to achieve goals
  • Compile, analyze, and interpret complex data
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets and management agreements
  • Interact professionally with various levels of Metro employees and outside representatives
  • Supervise subordinate staff
  • Read, write, speak, and understand English
