 Job Description     

  SEPTA is seeking a Director, EEO/AA & Employee Relations to be located in our Center City, Philadelphia Headquarters. The ideal candidate will have a Bachelor's Degree from an accredited college/university and fifteen (15) years of Human Resources, Equal Employment Opportunity/Affirmative Action, or related experience. Advanced education can offset some of the work experience requirements.

Salary Range, depending on education and experience: $112K to $140K.

OVERALL RESPONSIBILITIES

Responsible for the direction, coordination and administration of the Authority's Affirmative Action Programs, Equal Employment Opportunity policy and investigations, Employee Relations activities and Diversity initiatives. Oversees department responses to and resolution of formal and informal Equal Employment Opportunity and employee relations complaints. Serves as liaison to the Legal Department, designated outside counsel, and governmental agencies in all litigation and policy-related activities concerning departmental area of responsibility. Generally promote the Authority's Affirmative Action Program and Diversity initiatives through training, seminars and/or newsletters. Coordinates workplace violence prevention and recovery training and education initiatives with the Office of Inspector General and the Training Department. Ensure that SEPTA policies, regulations and guidelines adhere to all federal and state requirements within functional areas of responsibility.

BASIC ADMINISTRATIVE RESPONSIBILITIES

1. Participates in the development of policies throughout the department and interpret such policies throughout the department.

2. Develops objectives, policies and procedures for their activity for the approval of immediate manager.

3. Interprets and administers programs and procedures in accordance with approved policies to ensure compliance and avoid liability.

4. Performs special assignments for immediate manager as requested.

5. Develops and maintains reporting systems, which enable management to measure program performance, identify trends and analyze future needs.

6. Reports personnel and program performance to immediate manager.

7. Develops a sound organization staffed with personnel able to perform the functions of the department; promotes personnel development, develops and coordinates expense budget spending for department to maintain performance within budget.

8. Develops a suitable successor and be responsible for training replacements at all levels within the department.

SPECIFIC RESPONSIBILITIES

1. Responsible for all matters related to Equal Employment Opportunity (EEO)/Affirmative Action (AA), Employee Relations and Diversity.

2. Analyzes, develops, recommends and implements EEO/AA, Employee Relations and Diversity plans to ensure compliance with existing federal, state and local laws, regulations and guidelines applicable to SEPTA.

3. Assists and provides SEPTA management with expert technical assistance and recommendations on EEO/AA, Employee Relations and Diversity issues to ensure compliance with applicable laws, regulations, guidelines and policies.

4. Responsible for all processing and investigating of internal and agency complaints of employment discrimination, as well as complaints relating to employee relations matters. Oversees all preparation and recommendations on findings relating to investigations and the appropriate resolution of such matters.

5. Develops implements or recommends implementation, of SEPTA organizational training programs regarding EEO/AA issues, Employee Relations, Diversity and Workplace Violence prevention and recovery initiatives.

6. Maintains permanent records of all EEO/AA compliance activities in a database form which facilitates measurement of performance, identifies trends and facilitates program analysis and report such information in a timely manner to management when requested; submits all EEO/AA related reports as required by any federal, state or governmental agency under any law, regulation, policy or guideline.

7. Develops, implements, and supervises investigative policies, procedures, and reporting guidelines for all EEO/AA matters.

8. Serves as liaison and point person to the Legal Department or designated outside counsel in all matters related to departmental area of responsibility.

9. Establishes and maintains a liaison program regarding EEO/AA matters with internal SEPTA departments, the Federal Transit Administration, PA Department of Transportation, and other governmental bodies, agencies, business and community groups, including minority, disabled and women's organizations, and community/professional groups to promote EEO/AA and Diversity awareness, acceptance and compliance. Serves as a liaison between SEPTA and such groups.

10. Maintains, monitors and updates, as necessary, SEPTA's Affirmative Action Program/Hire Promotion Concurrence Policy to ensure compliance with all requirements and meeting established objectives. Analyzes employment data, identifies problem areas, sets goals and timetables and develops programs to achieve; designs, implements, and monitors internal audit and reporting systems to measure program effectiveness and to determine where progress has been made and where further action is needed; reports periodically to the General Manager on progress of each division in relation to the Authority's affirmative action goals.

11. Responsible for all Title VI compliance and reporting to ensure that FTA-assisted benefits and related services are made available and are equitably distributed without regard to race, color or national origin.

12. In conjunction with the OIG and the Training Department, plans, develops, implements and evaluates training and orientation projects for managerial and non-managerial employees on workplace violence issues in order to establish a methodology to prevent, respond to and recover from workplace violence. Prevention methods covered include implementing system and personal security measures, recognizing and reporting the warning signs of potentially violent behavior and using effective interpersonal skills for dealing with different, difficult and dangerous people. Response strategies focus on self-preservation and the importance of accurate reporting.

13. Where applicable, concurs in all hires and promotions; and assists in establishing outreach sources for recruiting staff and hiring managers.

14. Performs other duties as required.

QUALIFICATIONS & EXPERIENCE

  • Bachelor's Degree from an accredited college/university and fifteen (15) years Human Resources, Equal Employment Opportunity/Affirmative Action, or related experience required, which includes five (5) years at the managerial/supervisory level required.

  • In lieu of the Bachelor's degree and fifteen total years of experience required, a candidate possessing an advanced related degree (i.e., Master's in Business Administration and 11 years of total experience required; or, a J. D. and 9 years of total experience required) may be considered.

  • Experience must include the formal investigation of discrimination complaints and the development and monitoring of Affirmative Action Programs.

  • Advanced degree (Master's in Business Administration or Law Degree) preferred.

  • Must have strong analytical, written and oral communication skills.

  • Ability to effectively present information to senior management, board of directors and/or public groups required.

  • Ability to establish and maintain effective working relationships with staff, all levels of management required.
