Summary
The Technical Support Analyst performs GIS functional and technical analysis, documentation, code analysis, testing and installation required for the continuing development, maintenance, and support of the Outage Management system. Provide research, coordination, and analysis and ensure proper configuration of GIS conversion/production data to accurately model the APS distribution feeder networks. Work with division operations and job design personnel to identify and obtain necessary data to resolve issues and network problems. Interface with Outage Management development/support team to research and identify problems with the application, data, and modeled feeder networks.
Minimum Requirements
- High school graduate or equivalent.
- Working knowledge of GIS Mapping department process, procedures and software specifically ArcGIS/ArcFM along with related technologies, Microsoft Office products and Access.
- Working knowledge of the various production databases and systems within GIS.
- Demonstrated analytical and problem solving skills required to perform independent analysis of distribution facility data.
- Ability to utilize many different sources, databases, software, and maps to analyze the existing and planned network.
- This requires a working knowledge of the Operations area and switching functions related to the electric distribution switching and networking.
- Also requires extensive knowledge of APS T&D OH/UG Construction standards and practices.
- Effective interpersonal and project management skills, and effective verbal and written communication skills.

Major Accountabilities
1) Complete data loads to outage management weekly or as needed in assigned geographic areas.
2) Independently complete all mapping services as assigned and provide technical assistance to mappers to resolve data error conditions.
3) Maintain detailed records and create reports of feeder/substation configurations, as well as the progress of critical W.O. entry into GIS and related correspondence.
4) Coordinate with a variety of departments, around the state to obtain, document, and coordinate information related to electric distribution feeder configurations and substations.
5) Perform data edits to correct error conditions and enter new or unusual configurations of the electrical distribution systems.
5) Must have well developed problem solving skills to analyze and initiate solutions to problems such as 'new' complex data configurations, work management-work flow issues, as well as data and programming errors.
6) Support integration of new and existing Outage Management systems within the department and within APS.
7) Interface with Information Services personnel to support software/application development and testing as it relates to new and existing outage management applications.
8) Must work under pressure resulting from distribution network outages and provide support to all Operations centers and Outage Management team during outages.
9) Prepare system documentation that is accurate, complete and usable and provide user training and advice on the configuration of the distribution system and related procedures.
