The mission of The Health Department is to provide health services that enhance and ensure the health of all Loudoun County residents. Loudoun County is part of the National Capital Region and needs to be prepared to respond to a widespread outbreak of disease or other public health emergencies, whether naturally occurring or man-made.


Job Summary

The Loudoun County Health Department (LCHD) Emergency Preparedness section is seeking a highly motivated and skilled individual experienced in volunteer management, team leadership, teaching and providing advanced-level program support, to join our team as a Program Assistant (MRC). Working under general supervisor direction of the Local Health Emergency Coordinator this position will assist the Loudoun Medical Reserve Corps (MRC) Coordinator in managing the 2,630 member MRC volunteer unit and supporting the LCHD in preparing the county for and responding to public health emergencies. This position will be interacting with both medical and non-medical staff and volunteers however no medical training or experience is required.

Duties of the Program Assistant (MRC) will include but not be limited to:
* Conducts activities in support of MRC recruitment, training, and retention. Activities can include but are not limited to training content design, e-learning training creation, small group presentations, leading MRC subgroups, etc.
* Provides assistance with developing grant applications and monitoring grant budgets.
* Attends outreach activities on evenings and weekends as directed
* Assists LCHD staff as needed in emergency preparedness activities including, but not limited to, planning, training, logistics, outreach event and exercise event creation /participation.
* Maintains the inventory of emergency supplies, including loading, unloading, and transport of supplies to/from outreach events and exercises as needed, providing preventative maintenance such as periodically charging mobile radios and power supplies, as well as submitting requests for replenishment of supplies when needed.
* Maintains required program physical and digital documentation and records and assists MRC Volunteer Coordinator with fleet management duties.
* Provides coordination for MRC participation in public health activities as directed and may coordinate and/or supervise MRC volunteers during temporary events (e.g. outreach events) emergency exercises/operations (e.g. volunteer call center management).
* Assists MRC Volunteer Coordinator in maintaining database of all Loudoun MRC members to include contact information, credentials, training, and experience.
* Provides unit coverage as interim MRC Volunteer Coordinator during times of leave and position vacancy.
* As a member of the Emergency Preparedness section team, this position will be expected to cross-train in various facets of the Public Health Emergency Preparedness Program and
actively participate in planning for all exercises and events for which the MRC may be utilized.
* Performs other duties as assigned to further LCHD's mission.

The ideal candidate will have experience previously working with groups of diverse multi-cultural individuals building capacity for strengthening public health, community resiliency, and emergency response. Capable of creating new capacity-building projects for continuous unit outreach and recruitment growth, as well as monitoring funding sources and budgets associated with program initiatives. Skill in developing, designing, and delivering effective training classes, workshops, and exercises/drills, employing knowledge of diverse adult learning styles.

In addition, the candidate will have the ability to collaborate with diverse groups on complex projects to effectively coordinate a variety of emergency management related activities and work effectively and independently in a dynamic and periodically high stress emergency and response-focused environment. Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
Ideal candidates will possess:
* Knowledge of computer applications, including Windows and MS Office Suite (will require future knowledge of Department-related software or specialized applications or reporting tools).
* Ability to communicate clearly and effectively, both verbally, and in writing.
* Ability to establish and maintain effective relationships with employees, other departments/agencies, vendors, government officials, general public, and other MRCs/volunteers.
* Ability to prepare accurate and timely reports and other written/electronic material.
* Ability to understand and follow oral and written instructions.
* Ability to work independently in the absence of specific instruction.
* Ability to provide excellent customer service via phone, in-person, or via e-mail with tact and diplomacy.


Minimum Qualifications

High School diploma or equivalent; three (3) years of related work experience with prior experience in volunteer management, team leadership, and/or administrative support; or equivalent combination of education and experiences. Must have an active driver's license. Associate degree or higher preferred. Have or obtain a Notary Public Certificate within a reasonable amount of time after being hired.

Preferred Qualifications:
* FEMA Courses: ICS 100, 700, HSEEP
* Certification in Volunteer Administration
* Bilingual in English and Spanish
* Current certification of HSI AHA CPR or AHA CPR for BLS Providers
* Proven ability to multi-task and manage multiple priorities, time-sensitive projects and deliverables, and the ability work in a dynamic, emergency preparedness and response-focused environments, including the necessity for after-hours and weekend work during incidents, trainings, and exercises.


Job Contingencies and Special Requirements

Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification). Pass pre-employment background checks to include fingerprinting and DMV checks.
* May be required to work and may be assigned to an alternate work site to carry out duties that support the needs of the County's residents or employees.
* Must be available for duty beyond normal workday, which includes occasional evenings and weekends, as required to perform outreach and recruitment functions for assigned department.
* Must be available for duty beyond normal workday as required to perform functions of position for assigned department during emergency situations supporting a variety of emergency efforts.
* Errors in the work performed may cause serious, long-term consequences, substantial financial costs, significantly reduced service to the public, and/or negative media coverage.
* Must have ability to drive Ford Transit 350 Cargo Van.
* Must be able to lift up to 30 lbs.
