About The Position

The Manager, RTO Policy & Strategy oversees day-to-day execution of Ameren Transmission's RTO policy activities (including MISO, PJM, and SPP) and directly manages a team of RTO Policy Specialists. The Manager is responsible for coordinating Ameren's internal positions on stakeholder matters, advocating Ameren's interests in stakeholder meetings and building alliances with other stakeholders in furtherance of sound policies. The role requires the ability to effectively lead the team's advocacy and participation in RTO stakeholder processes; and to coordinate with Federal Regulatory Affairs to develop Ameren positions before the Federal Energy Regulatory Commission (FERC), as necessary. The role also requires strong organizational skills and the ability to effectively communicate and deliver a regular cadence of reporting to transmission leadership on RTO policy issues affecting transmission development and operations.

Key responsibilities include:

  • Directly manage and develop a team of RTO Policy Specialists through hands-on assignments of RTO stakeholder matters to ensure coverage of RTO committees, task forces, and stakeholder processes.

  • Work with the RTO Policy Team and collaborate with internal stakeholders to identify advocacy opportunities and to coordinate internally and with other stakeholders to develop Ameren's positions.

  • Ensure timely feedback and advocacy is provided with respect to committee/stakeholder issues to advance Ameren's objectives.

  • Develop and implement a communication strategy with internal constituents and external stakeholders to build effective and strategic alliances.

  • Provide regular constructive feedback to reports, conduct performance reviews, demonstrate leadership on issues through direct engagement.

  • Implement RTO policy strategies aligned with Ameren Transmission business priorities.

  • Review and provide guidance on policy initiatives for the purpose of developing recommended company positions and advocacy approaches for leadership review and approval.

  • Analyze stakeholder proposals and any proposed RTO tariff revisions to determine the impact on Ameren's business objectives.

  • Lead the review of RTO policy driven regulatory filings to identify any gaps or issues with the proposed filings and the impacts on Ameren.

  • Represent Ameren in RTO stakeholder forums consistent with approved policy positions.

  • Provide regular written and verbal updates to Transmission leadership on RTO policy issues, stakeholder developments, and potential business impacts.

  • Maintain issue trackers, calendars, and decision logs summarizing status, risks, and next steps.

  • Escalate emerging issues requiring strategic or executive level attention.

  • Work closely with Transmission Planning, Development, Legal, Regulatory and other applicable teams to ensure RTO policy considerations are understood, and when applicable, incorporated into project development and execution.

  • Support transmission project advancement by identifying policy enabled opportunities and mitigating regulatory risks.

Minimum Qualifications
  • Bachelor's degreefrom an accredited college or university required.

  • Seven or more years of relevant experience required.

  • Three or more years of supervisory or high-level team/project leadership experience required.

  • Travel and offhour work may be required based on stakeholder meetings, filings, and project needs.

Preferred Qualifications
  • Strong working knowledge of RTO tariffs, stakeholder processes and transmission planning frameworks with a deep familiarity in MISO and exposure to PJM and/or SPP preferred.

  • Demonstrated leadership experience managing professionallevel staff preferred.

In addition to the above qualifications, the successful candidate will demonstrate:

Experience developing and communicating energy/transmission policy strategy to senior leadership; exceptional written and oral communication skills, including the ability to synthesize complex technical issues into executive-level briefings; strong organizational skills, strategic judgment and the ability to manage multiple high-priority issues concurrently.

Additional Information

Ameren's selection process includes a series of interviews and may include a leadership assessment process. Specific details will be provided to qualified candidates.

Compensation Range:

$131,900.00 - $204,400.00

At Ameren, base salary is one component of a competitive compensation package for employees. Our pay ranges are broad to allow for movement within our organization and to accommodate different skill sets and levels of expertise. We take into consideration a variety of factors including, but not limited to, skills, abilities, experience, education, credentials, and internal equity when determining the base salary offered. Roles are eligible for additional rewards including annual incentive payments based on individual and company performance.
