The Director of Business Development - Federal Contracting leads growth across the U.S. federal market by identifying opportunities, shaping capture strategies, building agency relationships, and driving compliant, competitive proposals. This role requires deep knowledge of the federal acquisition lifecycle, FAR/DFARS, and the dynamics of working with government customers, primes, and subcontractors.

Key Responsibilities:



  • Federal Market Strategy - Develop and execute a growth strategy aligned with agency priorities, contract vehicles, and competitive positioning.
  • Opportunity Identification - Monitor SAM.gov, eBuy, GWAC portals, recompetes, and agency forecasts to build a qualified pipeline.
  • Capture Management - Lead capture activities including customer engagement, solution shaping, teaming, pricing strategy, and Black Hat reviews.
  • Proposal Leadership - Oversee proposal development, ensuring compliance with RFP/RFQ requirements, evaluation criteria, and agency-specific standards.
  • Agency Relationship Building - Develop trusted relationships with federal program managers, contracting officers, and industry partners.
  • Teaming & Partnerships - Identify and negotiate teaming agreements, JV partnerships, and subcontracting relationships.
  • Contract Vehicle Strategy - Manage and expand access to IDIQs, GWACs, BPAs, and agency-specific vehicles.
  • Pipeline & Forecasting - Maintain a disciplined pipeline with accurate forecasting, gate reviews, and win-probability assessments.
  • Compliance Oversight - Ensure BD and proposal activities adhere to FAR/DFARS, OCI rules, and internal compliance standards.
  • Executive Reporting - Provide leadership with insights on pipeline health, win rates, competitive intelligence, and strategic risks.


Required Qualifications:



  • Federal BD Experience - 8-12+ years in federal business development, capture, or proposal leadership.
  • Acquisition Knowledge - Strong understanding of FAR/DFARS, agency procurement processes, and federal contracting norms.
  • Capture & Proposal Expertise - Proven success leading captures and proposals for federal agencies.
  • Agency Relationships - Existing relationships within DoD, DHS, VA, HHS, or other target agencies.
  • Technical & Solutioning Skills - Ability to translate customer needs into compliant, compelling solutions.
  • Financial Acumen - Understanding of pricing models, cost volumes, and competitive positioning.


Preferred Qualifications:



  • Experience with small business programs (8(a), SDVOSB, WOSB, HUBZone)
  • Experience managing IDIQs, GWACs, and BPAs
  • Background supporting DoD, civilian, or intelligence community customers
  • Experience with Shipley or similar capture/proposal methodologies
  • MBA or relevant technical degree
