The Director, Capture Management is responsible for planning and managing the capture of significant new Federal sales opportunities, often using large and extended matrixed and cross-functional teams and resources. In performing this role, the individual must possess federal industry knowledge, marketing and sales capabilities, technical insight, proposal experience, program management skills and leadership skills. The ideal candidate has prior experience managing $100M+ Federal healthcare opportunities with a focus on VA, VBA, DoD, and/or CMS. Additionally, the candidate should have experience managing all aspects of capture in a federal sales life cycle environment, including lead and opportunity development, teaming strategies and negotiations, proposal planning, price to win assessment, budget and operational management and has a demonstrated record of success leading teams and establishing best practices for capturing targeted federal health services programs.

Primary Responsibilities:



  • Drive all phases of a capture opportunity, including development of technical, operational, management, teaming and cost/price solution approaches
  • Work with the senior sales executive to develop an understanding of the opportunity, customer issues, challenges and develop potential solutions early in the sales lifecycle
  • Develop a capture plan that defines deliverables, schedule and resource requirements
  • Work with leadership to identify the resources required to pursue the bid, establish processes and plans necessary for pursuit, and manage the successful execution
  • Lead large capture efforts from pursuit decision to award (>$100M)
  • Prepare and execute the capture plan
  • Lead, motivate, and energize internal and external team members to produce a winning solution
  • Drive collaboration across the cross-functional team
  • Formulate, communicate, and implement an integrated capture strategy that provides a clear and defensible justification for award
  • Lead and facilitate the win strategy, including overall technical, management, past performance, staffing and pricing as required
  • Lead and coordinate teaming activities and decisions
  • Lead and coordinate competitive assessments and Black Hats
  • Participate and lead color reviews as required
  • Ensure appropriate resources are assigned to address all contract requirements
  • Develop and present capture management reports and briefings
  • Identify capture team and assign capture responsibilities
  • Work closely with functional departments (e.g., Proposal Development, Contracts, Pricing, Finance, HR, etc.) to assure an integrated approach
  • Delegate authority and responsibilities to ensure each project works toward the maximum potential
  • Ensure compliance with company policies and procedures and other practices set forth by upper management
  • Establish best practices for capture management to be shared across the capture management and proposal development team
  • Conduct after-bid reviews to evolve and mature capture processes and deliverables
  • Lead and develop the capture management team, building the skills and expertise of the team

Required Qualifications:



  • Bachelor's degree
  • 5+ years of experience with the Federal procurement process including detailed and intimate knowledge of the process, acquisition methods and practices, and use of contract vehicles
  • Experience leading a team of resources
  • Experience identifying and assembling resources for customer analysis, competitive analysis, capture strategy development, solution development and translation of strategy and solution into winning proposals
  • Understanding of federal pricing, baseline pricing strategies and the evolution of pricing strategies into business strategies that are competitive and compelling for the customer
  • Proven history of success with submission of winning Federal proposals
  • Ability to travel up to 25% if needed

Colorado, Connecticut or Nevada Residents Only: The salary range for Colorado residents is $113,500 to $218,100. The salary range for Connecticut / Nevada residents is $113,500 to $218,100.
