Job Description

Purpose of the Job

The Business Continuity Program Manager (BCPM) reports to the PMO Director and is responsible for developing, implementing, and managing an enterprise-wide business continuity program to resume operations in the event of a business disruption. The BCPM is responsible for the execution of all business continuity activities to ensure the organization has a sustainable, repeatable and quantifiable business continuity plan in place, so business operations are resilient, ready to recover, adheres to all regulatory requirements and aligns with strategic and business priorities. This positon requires a proven subject matter expert with demonstrated competency in developing and managing an enterprise-wide business continuity program.

Essential Functions and Responsibilities


  1. Develops and manages an enterprise-wide business continuity program that ensures plans are in place to identify, resolve, respond and rebuild in the event of a business disruption.
  2. Assures recovery plans are maintained in a current state and adequate testing has been completed throughout the year to affirm the adequacy of the program and compliance with current regulatory requirements and industry best practices.
  3. Assists identified leadership within each business unit, to develop and document their individual business continuity plans to maintain operations from the point of the disruption until normal operations are resumed. Assumes an oversight role, provides guidance and support and monitors development and maintenance of business continuity plans by each business unit.
  4. Conducts risk assessments analyzing potential business impacts from natural and man-made disasters, assuring the business continuity plan addresses the operational risk and incorporates controls and procedures to assure compliance with applicable laws, rules and regulations.
  5. Coordinates the testing of each business unit's business continuity plan; in response to natural and man-made disasters, through tabletops, functional exercises and drills across business functions to ensure the plans remain valid. Develops test plans, objectives and strategies; performs the test as required, documents results, recommends changes and/or enhancements, reports test results to management and updates the business continuity plan if required.
  6. Responsible for NCUA and internal audit exam preparation, review, response and audit discussion. Responsible for FFIEC change review for updates to business continuity program.
  7. Conducts periodic Business Impact Analysis (BIA) across all business units to quantify business continuity requirements and identify business continuity plan enhancements as needed and/or required.
  8. Manages vendor and contract for BCP software and emergency communication software. Acts as BCP software administrator to include daily operations, updates, upgrades and maintenance.
  9. Manages vendor and contract for relocation facilities and equipment. Manages relocation site for staff and storage of equipment.
  10. Chairs the Business Continuity Plan Oversight Committee and provides updates on program development and performance measurements, testing, audits, risk assessments and Business Impact Analysis.
  11. Partners with IT management and all business units to ensure the Business Continuity Program and the Disaster Recovery Program are appropriately aligned to obtain a unified and consistent approach to recovery in an unplanned event. Coordinates with IT Management on the review and testing of technology disaster recovery plans for core infrastructure services and critical functions.
  12. Conducts training for new departmental managers on BCP responsibilities and BCP software. Works with business units across the organization to ensure effective understanding of the business continuity program and their role in plan development and testing.
  13. Prepares annual presentation for Board of Directors on program status and updates.
  14. Proactively monitors the environment for potential threats to the organization and communicate with necessary stakeholders, provides support and expertise during live events.
  15. Provides independent management reporting of incidents, outages, and other disruptions, in addition to performing root cause analysis to improve mitigation and optimize performance.

Knowledge, Skills, and Abilities


  • Knowledge of the DRII Professional Practices framework

  • Excellent written and verbal communication skills
  • Knowledgeable in applicable laws, rules and regulations governing the development and management of a business continuity program within the banking or credit union industry.

  • Strong leadership, interpersonal, negotiation, and communications skills.
  • Capable of managing workload with minimal oversight.
  • Ability to effectively manage competing demands and priorities.

  • Must be able to work in a general office environment
  • Technically competent with various software programs, including but not limited to Microsoft Office (Word, Excel, PowerPoint, Visio) and BCP software.
  • Should possess a strong commitment to providing excellent service to Truliant's members, both internal and external
  • Must be able to travel to Truliant locations as needed in response to significant business continuity related incidents.


Physical Requirements


  • Occasional standing, walking, bending, and stooping required
  • Must be able to sit at a desk for long periods of time and use a computer


Education and Background


  • Bachelor's or Master's Degree in Business Administration, Finance, Computer Science or Information systems, or equivalent experience required
  • Certified Business Continuity Professional (CBCP) or Master Business Continuity Professional (MBCP), or similar business continuity certification required
  • Previous financial industry experience required; banking or credit union experience preferred
  • 3+ progressive leadership experience in business continuity planning and program management required
  • 3+ years' demonstrated experience in business resumption planning, crisis management planning, incident response planning, disaster recovery planning, plan testing and conducting BIAs required
  • 3+ years' experience in managing and coordinating the response to a major, unplanned event that required activation of the business continuity plan and crisis management plan required
  • 3+ years' experience with preparing and responding to regulatory and internal audits required
