Position Title: Internal Auditor ($5,000 Hiring Bonus)
Job Description:
Oregon State Treasury is recruiting for the position of Internal Auditor. The primary purpose of this position is to provide support with internal audit's role on governance, risk and compliance, and the adequacy and effectiveness of internal controls. The successful candidate will receive a hiring bonus of $5000. This position is eligible for relocation reimbursement. Position Responsibilities
- Participates in preparing an audit strategic plan, audit risk assessment, and execution of the audit plan.
- Completes engagement work plan procedures to assess agency operations and investment operations, processes and controls in consultation with the Chief Audit Executive.
- Creates detailed, cross referenced, and well-organized working papers that support recommendations.
- Provides consulting expertise to the agency's various divisions and other operational areas as they relate to Treasury operations
- Performs and applies audit work in accordance with professional standards i.e. Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), Governmental Accounting Standards Board (GASB), COSO, IIA Standards, and Plans and performs audits, including complex engagements, of the effectiveness of the internal controls.
- Obtains and documents understanding of the auditable unit, determines engagement scope, objectives and appropriate criteria.
- Develops the engagement work plan aligned to the overall audit plan, completes the preliminary survey, and documents results within the engagement planning document. Assists with the planning and organizing of audits.
- Writes audit and formal consulting reports that effectively communicate the results of the engagement and provide recommendations for improvement or suggestions for management consideration that are reasonable and cost effective. Follows through on resolution of audit findings
- Makes oral and written presentations to management.
- Monitors and evaluates the effectiveness of internal governance, risk and control processes and systems through the annual internal audit assessment process.
- Evaluates risk exposures relating to the organization's governance, risks, controls, operations, and information systems to determine reliability and integrity of financial and operational information; effectiveness and efficiency of operations; safeguarding of assets; organization's goals and objectives, compliance with laws, regulations, and contracts.
- Reviews the work of other audit team members and mentors team members
This position is classified as an Internal Auditor 3. This is a management service position. The goal of this recruitment is to fill the position as an Internal Auditor 3. However, there is also an option to underfill as an Internal Auditor 2. We encourage you to apply if you meet the minimum qualifications for an Internal Auditor 2, as we may consider under-filling this position. Under-filling will not exceed 24 months. Minimum qualifications for both classifications are listed below. Work Schedule This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's office in Salem and Tigard. The schedule will be approximately 90+% time spent remote. Salary Internal Auditor 3 salary range is $71,832- $111,072 annually. Internal Auditor 2 salary range is $62,028 - $96,108 annually. The successful candidate will receive a hiring bonus of $5000. This position is eligible for relocation reimbursement. Minimum Qualifications Internal Auditor 3 Minimum Qualifications:
- 6 years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to the agency mission; OR
- A Bachelor's degree in business-related field such as business or public administration, finance, economics, computer science, accounting; or a field specific to the Agency's mission AND 3 years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to the agency mission.
Internal Auditor 2 Minimum Qualifications:
- 5 years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to the agency mission;OR
- A Bachelor's degree in business-related field such as business or public administration, finance, economics, computer science, accounting; or a field specific to the Agency's missionAND 2 years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to the agency mission.

- Strong skill sets in capital markets and investments auditing background;
- Key knowledge in asset management (fixed income, equity, alternative asset management strategies);
- Knowledge in cash management (portfolio performance, liquidity, cash planning, funding, treasury market operations, trading systems, syndications, valuation, and control functions);
- Knowledge of banking operations / audit e.g. wires, ACH, bonds, investments;
- Knowledge on valuation and impairment analysis;
- Knowledge on financial audits, operational audits, and governmental auditing;
