Summary

AC Transit is seeking a Market Research Project Manager II. Under general direction serves as the project manager leading a variety of complex market research projects, functions, and activities. Incumbents in this position provide actionable data-driven insight informing and aligning strategic business decisions with customer sentiment.

This classification is distinguished from other marketing and communications classifications by the assigned project management responsibilities leading District-wide, market research projects and studies of considerable size and complexity. Incumbents at this level are expected to operate with a high degree of professional judgment and independence, providing technical and functional direction to vendors, professional, technical, and contract staff.

Representative Functions

  • Leads the District's primary and secondary market and research projects and studies, including customer opinion surveys, focus groups, personal interviews, field research, and quantitative and qualitative market research studies conducted across a variety of surveying channels, including in-person and on-line; identifies trends and responds with appropriate strategies to achieve the departmental and the District's strategic goals and objectives.
  • Conducts a variety of market research projects; collects and analyzes data concerning customer sentiment; collaborates and coordinates efforts District-wide to design and implement communication and outreach campaigns to measure and drive improvement in service delivery, key performance metrics, and customer experiences; aligns customer experience strategies with departmental and the District's strategic initiatives.
  • Performs project management functions and activities and is responsible for the full lifecycle of the assigned market research projects overseeing scope, timeline, budget, and quality standards from the project's inception to completion; manages the activities of outside vendors and contractors.
  • Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.
  • Prepares and presents a variety of reports on operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.
  • Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.
  • Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
  • Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research.
  • Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects.
  • Performs related duties as required.

Minimum Qualifications

Education: Equivalent to a Bachelor's degree from an accredited four-year college or university in a field directly related to the area to which assigned. For the Market Research Project Manager position the following are applicable fields of study: business administration, sociology, statistics, market research, communications, public administration, marketing, or a related field. Additional experience may be substituted for education on a year-for-year basis.

Experience: Experience: Six (6) years of experience in the professional field required by the assigned special projects. The Market Research Project Manager position requires experience in developing and implementing market research, marketing, public information, or communications programs with an emphasis on data collection, market analysis, and detailing the customer journey or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager I. Years of experience may be substituted for the educational requirement on a two for one basis; two (2) years of experience may be submitted for one (1) year of education).
