About This Position
This position is located at the California Correctional Health Care Services Headquarters in Elk Grove, California with the possibility of a telework schedule.
Under the general direction of the Deputy Medical Executive, Integrated Care & Complex Patient Populations, the Assistant Deputy Medical Executive for Advanced Care and Palliative Services provides statewide leadership, direction, and oversight of clinical policy, program development, and professional practice activities to ensure timely, safe, evidence-based practices, and cost-effective care for patients with advanced/complex illnesses. The Assistant Deputy Medical Executive for Advanced Care and Palliative Services provides direct supervision to Chief Physicians & Surgeons and other professional staff, and promotes the Complete Care Model and Quality Management Systems. Moderate travel is required.
Duties
Determines strategic priorities and provides oversight and direction in developing statewide clinical policy, guidelines and services. Leads and facilitates Clinical Team Education Conference (CTEC) forums for multidisciplinary care deliberations to include internal and community care team members and specialists and provides leadership in addressing systematic changes elucidated by these deliberations. Assists with the planning and implementation of palliative and advanced care initiatives. Advocates for improving palliative and advanced care planning, at individual, institutional, and statewide levels. Directly supervises Chief Physician and Surgeons and indirectly supervises other professional staff in the unit to promote high-quality cost-effective services. Supports a collegial and educational environment and promotes adherence to professional standards, departmental policy and procedures, and evidence-based practices. Assures adherence to all legal requirements, as well as policies and procedures pertaining to the supervision and support of Advanced Practice Providers and Medical support staff.
Serves as Subject Matter Expert and represents Medical Services executive staff in developing and implementing decision support tools, management reports and staff training as well as in meetings and statewide initiatives, including communication with other governmental agencies, and internal and external stakeholders as assigned. Plans, oversees, and monitors statewide initiatives, and participates in statewide committees and special assignments, particularly as it relates to palliative and advance care operational services, housing, and disposition planning. Trains and develops clinical managers and other staff to improve the safety and quality of medical services. Presents key information on assigned areas to various stakeholders. Advises the Deputy Medical Executive and Deputy Director, Medical Services on policy and other important and sensitive matters.
Oversees the compassionate release process and palliative services warmline and other technical support resources to assist staff in caring for patients with complex end of life needs. Directs the activities of the mortality review program for patient deaths to identify patterns and opportunities for the improvement of the delivery of health care services and assists with developing training for the professional workforce on the needs of complex patients to ensure appropriate patient care.

Desirable Qualifications
Clinical experience in a correctional facility and/or an integrated delivery system using an electronic medical record; expertise in medical management, epidemiology and population health management and clinical program planning, development, implementation and evaluation. Additional Board certification in a related specialty, such as: Geriatric Medicine, Palliative Care, and/or Pain Management. Possesses knowledge of regulations and processes impacting compassionate or elder release, expanded medical parole, and other circumstances qualifying for early release as part of advance care planning.

Incumbents must possess and maintain sufficient strength, agility and endurance during physically, mentally, and emotionally stressful and emergency situations encountered on the job without endangering their own health and well-being or that of their fellow employees, forensic clients, patients, patient-inmates or the public.

Incumbents must possess the willingness to work in a correctional facility; possess a sympathetic and objective understanding regarding the problems of inmate-patients; and be tactful and patient.
The Salary Range:
$372,324 - $464,472 / Annually*
