The Head of Enterprise Data Governance will be a key member of the leadership team of Capital Group's Enterprise Data Office, a new and strategic function at Capital whose mission is to fuel competitive advantage globally through foundational data excellence. This leader will drive industry leading Data Governance and Data Quality Management to support all of Capital's $1.8T+ in assets under management.

The Head of Enterprise Data Governance will demonstrate strong business judgment and deep data expertise within the Asset Management industry. They will set, monitor, and oversee global data governance, data quality and related risk management policies and standards, in concert with Global Risk Management, Data Privacy and Data Architecture functions. Additionally, they will establish new best practices for collaborating and operating amongst and across diverse line-of-business leaders, data owners and stewards, spanning investment, operating and client groups, and across regions globally. These best practices will help accelerate time to market for new products, minimize risk associated with data coherence, and enrich associate engagement and data literacy enterprise wide. The successful candidate will play a critical role interfacing with internal executive leadership and with external stakeholders, including strategic clients, partners and regulators. The Head of Enterprise Data Governance will partner across all of Capital to influence enterprise-wide direction, be the evangelist who aligns stakeholders, and drive necessary change in a positive and thoughtful manner.

This role will report to Capital Group's Head of Data, and will chair the Enterprise Data Governance and Operations Council and participate in Capital Data Leadership (CDL) governance and associated sub-groups.

Strategic Objectives

The Head of Enterprise Data Governance will play the lead role in setting data governance strategy for the enterprise and guiding the evolution of how our governance practices and control environment support Capital Group's Long-Term Strategy and objectives. This leader will work closely with the Head of Data and take on significant responsibilities for growing the awareness of data governance leading practices and maturity across Capital's investment, operating and client groups.

Extend and enhance existing Enterprise Data Governance Processes
  • In close partnership with Global Risk Management, Legal and Compliance, Information Security and Line-of-Business leaders:
    • Establish enterprise data governance policies, including data use, data retention, metadata management and data quality management
    • Ensure adherence to regulatory mandates and security, privacy and risk policies
    • Reinforce the trust and confidence of our investors and clients
  • As chair of the Enterprise Data Governance and Operations Council:
    • Define and maintain enterprise data governance principles, standards, procedures, controls and models in support of CG's data strategy
    • Guide and oversee the coherent definition and usage of critical data elements impacting multiple functional and operating groups
    • Act as primary escalation point for the resolution of data quality issues affecting multiple functional & operating groups, including initiation of special projects to support resolution
    • Guide the rollout of enterprise data governance and quality tools like Collibra and DQ.Next Framework
  • Sponsor and evolve the definition of a business glossary and associated technical metadata (i.e., lineage) to enable common understanding of critical business concepts and terminology
  • Oversee and mature the measurements and KPIs used to evaluate the effectiveness of enterprise data governance efforts organization-wide


Embed Enterprise Data Governance in organization-wide practices, standards and controls
  • Enhance standards in Strategic Sourcing procurement and contracts and vendor/partner management practices to enforce data management requirements
  • Monitor and act as an escalation point in data acquisition to prevent duplication of sourcing third-party data assets i.e., across market data, client group, etc.
  • Collaborate with Global Risk Management to establish data management evaluation practices as part of internal audit procedures
  • Partner with the Enterprise Change Office to further integrate data governance practices in organizational change and project execution methodologies
  • Coordinate with the Information Technology Group to identify control points and enabling processes and standards to be incorporated into software delivery lifecycles and frameworks


Strengthen and support the Data Governance operating model across LOBs
  • Define and document an enterprise data governance operating framework that links the accountabilities of data owners and stewards clearly to business value
  • Outline consistent role description enhancements, documented responsibilities and performance objectives examples for data owners and stewards
  • Coordinate with Data Literacy Lead and Talent Development to develop specific training in support of enterprise-wide adoption of data owner and steward roles and responsibilities
  • Strengthen data governance engagement in data operations incident and problem management, leveraging and enhancing existing standards for known defect remediation and proposed control enhancements
  • Sponsor and manage execution of the Enterprise Data Governance operating model across LOBs and regions


Lead and evolve enterprise Data Quality Management practices and methods
  • Perform an initial assessment of critical data elements and associated rules and patterns, including best practice adoption of tools and frameworks
  • Analyze and make recommendations on issues related to data profiling methods, business requirements definition, data quality rule design and reuse, and associated measurements
  • Define standards for data quality controls across the full data lifecycle, identifying opportunities for improvement at each stage of the data value chain
  • Coordinate closely with Data Operations to outline the strategic direction for the Data Quality Service Desk and related data quality operational procedures
  • Develop a highly skilled data quality specialist team, prioritizing experience with Asset Management industry-specific data sets and time series data
  • Research and define adoption path for advanced data quality detection and prevention methods, including use of statistics, anomaly detection, machine learning and AI

The Head of Enterprise Data Governance will be a demonstrated leader who has shown experience in leading transformational change or turnaround leadership in data governance and data quality functions in the Asset Management industry. They will have demonstrated deep expertise and influence within and across line-of-business data domains with significant leadership in developing enterprise policies, standards, enabling support capabilities and related controls. This leader will have had day-to-day responsibilities in operations and data management with clear accountability for data ownership and stewardship. The successful candidate will be a combined business and data leader who can influence effectively at the highest Capital Group executive levels with non-technical stakeholders and across supporting technology and operations groups.
  • You have 10+ years of leadership experience in data management, data governance, data analysis, data quality and/or data operations
  • You have 10+ years of experience in the asset management industry with expertise in investment, client and/or business management data preferred; open to other complex data experiences in unrelated fields or disciplines
  • You are passionate and knowledgeable about data quality, including its accuracy, timeliness, completeness and consistency
  • You have experience leading cross-functional process changes, human change management and service enablement, preferably with specific focus areas on data and analytics
  • You preferably have experience in emerging and evolving governance domains of advanced data analytics, data science and ML/AI, including thought leadership on model governance, explainability and lifecycle management
  • You have a bachelor's degree, preferably in a data sciences and operations and/or technical field (mathematics, statistics, operations management, information systems, engineering, computer science, etc.)
  • You have excellent written and verbal communication and influencing skills, and are capable of building support and momentum for new ideas and innovative data use cases across a broad spectrum of internal stakeholders - both leadership and practitioners


Southern California Base Salary Range: $207,284-$352,383

New York Base Salary Range: $219,749-$373,573

In addition to a highly competitive base salary, per plan guidelines, restrictions and vesting requirements, you also will be eligible for an individual annual performance bonus, plus Capital's annual profitability bonus plus a retirement plan where Capital contributes 15% of your eligible earnings.
