Buckeye Partners is currently seeking an IT Analyst II with experience in software application support and troubleshooting to join our growing team!

Role Summary:

The IT Analyst II role performs or monitors activities and projects related to the operation, integration, implementation, upgrade, and/or enhancements to Buckeye's Pipeline Operations Applications.

Core Position Responsibilities:

The Analyst, IT Field Operations position will be responsible primarily for a suite of Internally/Externally Hosted Solutions and Operational Applications related to the operations of Buckeye's 140 plus terminals. The applications include, but may not be limited to:



  • TopHAT

    • Centralized customer and transactional terminal data management server
    • Feeds transactions over to Buckeye's backend billing system


  • Buckeye Terminal Access Portal (BTAP)

    • Buckeye internal Middleware data servers which feed the external Web Portal (BTAP)
    • Vendor hosted Web Portal for transactional and Stock data reports and Bol of Lading images retrieval for both internal and external customers


  • Carrier Portal

    • Vendor hosted Web Portal which allows carriers the ability to transmit necessary documents as well as view the status of the carrier documents on file electronically


  • Bourque Data Services

    • Vendor hosted solution for the management of railcar data and inspection reports


  • Railhand Host

    • Buckeye internally hosted solution for the management of railcar inspection reports


  • Buckeye Marine Application (BMA)

    • Internally hosted application used to capture and enter in real-time the data for vessel movements at the Buckeye Marine facilities


  • Buckeye Nominations Application (BNA)

    • Internally hosted application used to provide customers with ease of access to enter their pipeline nominations, transfers, and vessel movements via an external facing interface


  • Terminal Scheduling Tool

    • Vendor hosted solution which integrates data from TMS, T4, and other systems into one comprehensive web-based interface for tracking batches and open inventory across Buckeye's Terminals for our Internal Terminal Scheduling Team





Responsibilities & Essential Functions include:



  • Application Program Management Support. Support issue resolution with the production environment and end users through investigation, analysis, and training end users on how to properly utilize the system.


    • Responsible for assigned Field Operations Application Programs.
    • Serve as SME with application support of multiple operations applications.
    • Work in tandem with application enhancement business partner committee chair.
    • Document end user requirements related to new application request.
    • Work with vendor(s) to develop and maintain operations applications.
    • Server as IT program manager for the applications you support.


  • Internal Support. Support the IT department with lifecycle management of assigned and dependent applications.
  • Vendor Liaison. Work with application support vendor to facilitate issue resolution including any tracking progress of issue resolution.
  • Internal Applications Administrator. Assist department administrators by ensuring proper administration and setup of assigned applications, administering systems interfaces between dashboard services, and coordinating the administration of security. Work with and communicate to IT peers, IT management, Operations staff, and Operations management as needed.
  • Process Improvements. Based on knowledge and experience, continuously identify potential opportunities to increase efficiencies and/or improvements to existing processes. Help identify gaps in the current business model and propose processes that will help move the business forward.
  • Project Execution. Support various projects related to Buckeye's application systems.
  • System Maintenance. Perform and manage the maintenance of the supported data and databases.
  • Documentation. Support providing documentation for all supported applications and ensuring documentation is current. Documentation may include IT PMO, Disaster Recovery, Interconnection, etc.
  • Testing. Test application upgrades prior to releasing to the Buckeye Business and providing recommendations for application system application upgrades and enhancements.
  • On-Call Support. Provide on-call support during non-business hours to Operations on an as needed basis.
  • Customer Service. Providing exceptional customer service.
  • And other duties as assigned.



Position Requirements:



  • Bachelor's Degree in Computer Science, Information Technologies or related discipline OR equivalent experience required.


  • 5+ years related experience in software application support and troubleshooting is preferred.
  • Basic knowledge of pipeline terminology and operations is required to be obtain in short order.
  • Microsoft SQL experience preferred.
  • Microsoft Excel VBA programming experience preferred.
  • Java experience a plus.
  • Python experience a plus.
  • Linux experience a plus.

  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.

Physical & Safety Requirements:



  • The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.
  • This role continuously operates a computer and other office productivity equipment (i.e. a calculator, copy machine and computer printer).
