SPECIALIST, COMPLIANCE (PUBLIC AWARENESS) with significant regulatory compliance experience in the Oil & Gas Industry to join our growing team! Role Summary: This position will provide oversight of the Buckeye Partners' Public Awareness (PA) Program. This position will oversee the development, enhancement, and daily operation of PA Program within all Operations subject to Pipeline Safety Regulations. Responsibilities include:
- Lead regulatory compliance inspections performed by Federal and State agencies and respond to inquiries regarding compliance issues directly related to the PA Program.
- Maintain required Federal, State and Company records for the PA Program to ensure compliance as well as manage associated budget.
- Establish and maintain systems for the creation, retention and retrieval of Federal, State and Company documentation required to demonstrate full compliance with pipeline safety regulations for the PA Program.
- Oversee internal audits to ensure regulatory compliance with recordkeeping, outside agency inspection findings, incident investigation findings and any other regulatory compliance areas directly related to the PA Program.
- Manage PA Program through the use of third party and internal databases to ensure ongoing compliance with DOT requirements; evaluate and develop constant improvement to the program.
- Review policy and procedure changes and make determination of the impact on the PA Manual. Ensure changes are incorporated into the PA Program.
- Lead and participate on functional teams in the ongoing development of PA activities inclusive of website content, evaluations, and outreach.
- Coordinate with IT to ensure company information and pipeline safety information is available to the general public through the company website.
- Work closely with Operations personnel, HSSE (Emergency Response) and Right-of-Way Departments to establish PA Program objectives and strategies for achieving compliance with Pipeline Safety regulations.
- Compile and formulate action plan(s) for needed corrective actions, lessons learned and best practices for the PA Program. Provide reports for the tracking and closure of all actions.
- Keep abreast of industry advancements and integrate relevant advancements relating to the Company's PA practices and procedures.
- Participate in the Common Ground Alliance and other industry groups to promote the implementation of established Best Practices.
- Maintain thorough understanding of applicable Public Awareness regulations to serve as a Company Subject Matter Expert for this program.
- Participate in the budget preparation process to provide input for monetary resources to conduct the PA Programs.
- Work with vendor and suppliers to ensure all regulations and company initiatives are being achieved.

Position Requirements:
- Bachelor's Degree in a related discipline required.
- 10+ years related work experience required, preferably in pipeline and/or terminal operations with an understanding of document retention requirements.
- Strong understanding of pipeline and terminal maintenance, operations, regulations, emergency response and technical procedures is highly desirable.
- Ability to travel up to 40% domestically and internationally.

- This position entails a high degree of interaction with subject matter experts, team members supervisory personnel, professional organizations, government regulators, and the general public.

Physical & Safety Requirements:
- The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.
- This role continuously operates a computer and other office productivity equipment (i.e. a calculator, copy machine and computer printer).
- May require walking the right-of-way and climbing tanks during PHMSA inspections and inquiries.
