Overview

In this role, the Senior Technology Planning Specialist will serve as a primary technical analyst for utility dispatch rights contracts. Utility dispatch rights contracts are long-term contracts between third party developers and Con Edison that provide Con Edison the right to utilize energy from battery energy storage systems for grid operations and for wholesale market participation. The Senior Technology Planning Analyst will evaluate proposed projects from engineering, interconnection, system planning, electric system operational and wholesale market perspectives. This role includes providing guidance on contract terms from a technical perspective. This work will guide negotiations on present contracts as well as structuring future competitive procurement opportunities for storage projects that may emerge from the forthcoming second storage order from the New York State Public Service Commission. This position presents an exceptional opportunity to work at the leading edge of the clean energy transition, contributing to the shaping of New York's future clean energy infrastructure. As a Senior Technology Planning Specialist, you will steer the integration of cutting-edge storage projects, helping to set terms that optimize both grid functionality and wholesale market operations. This role offers an opportunity to learn about the policies of New York State and the federal landscape that are driving the energy transition. The ideal candidate will support Con Edison's strategic objectives for clean energy, upholding the mandates of New York State's CLCPA, and fostering the expansion of Con Edison's grid capabilitiesalways with a focus on maximizing customer value. Additionally, you will play a key role in crafting innovative contractual frameworks that bolster Con Edison's systems while navigating the complexities of storage construction within our service area. A pivotal aspect of this position involves designing frameworks for local storage development, elucidating the technical possibilities and limitations inherent to the distinctive characteristics of Con Edison's transmission and distribution system.

Responsibilities

Core Responsibilities
  • Lead analyses evaluating proposed projects from an engineering perspective
  • Review and assess NERC requirements and compliance
  • Provide guidance about project location opportunities and procurement structure based on the unique structure of Con Edisons transmission and distribution system
  • Evaluate present contracts and procurements based on engineering principles and system design
  • Provide guidance regarding ongoing regulatory proceedings from an engineering perspective
  • Support analysis of new project opportunities for both third-party and utility-owned storage
  • Develop SME level understanding of how projects will be used in wholesale markets and for distribution purposes
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 3 years related work experience with a degree in engineering or a related field and/or work in electric operations for a utility, a battery energy storage developer or a distributed energy resource developer, or other related experience or
  • Master's Degree in engineering or a related field and 2 years related work experience. with a degree in engineering or a related field and/or work in electric operations for a utility, a battery energy storage developer or a distributed energy resource developer, or other related experience.
Preferred Education/Experience
  • Master's Degree Engineering or a related field and 2 years related work experience.
Relevant Work Experience
  • Knowledge related to utility electrical systems (Distribution & Transmission). Required and
  • Knowledge of energy storage systems and their applications.
  • Required and
  • Familiarity with the Department of Public Service (DPS) state regulatory process and related statutes such as the Climate Leadership and Community Protection Act (CLCPA) Required and
  • Experience/knowledge in software applications such as MS Office (Word, Excel, PowerPoint) Required and
  • Knowledge of Transmission systems and energy markets. Preferred
  • Experience in negotiating contracts for energy purchase and/or storage dispatch rights. Preferred
