Summary:

Position requires the knowledge and experience in Project Engineering and Project Management of a wide range of natural gas, NGL, crude, and alternative product pipelines and meter and control stations projects. The Project Engineering Team executes small to midsize projects and supports major projects in a project engineering capacity.

Essential Duties and Responsibilities:

Engineer and manage a wide range of Natural Gas, NGL, Crude and CO2 pipeline, meter & control station projects. Work closely with various internal and external groups (i.e., Facility Planning, Engineering, Construction, Environmental, Right of Way, Regulatory, Operations, Commercial, Legal, and interconnecting pipeline companies) to execute these projects from conception to completion.

Conduct meetings (both in the office and field) with various groups to discuss and obtain design data (i.e., operating and design pressures, maps, flow volumes, gas & liquid quality, routes, etc.) and establish roles and responsibilities among the various groups. Evaluate information and make recommendations regarding viability.

Assist Facility Planning, Operations, and Commercial Groups on all front-end activities regarding project scoping, estimating, and planning.

Manage project team member and stakeholder engagement. In a Project Engineering role, the focus would be all technical project development inputs (ie outside engineering provider, Right of Way, Environmental, Operations, Measurement, etc.)

Provide support, technical recommendations, problem evaluation and coordination for Facility Planning, Operations and Commercial personnel relating to the design, operation, maintenance, modification, enhancement, and construction of pipeline, meter & control station projects.



  • Prepare material lists and construction sketches/drawings for a wide range of projects. Also, provide oversight to external engineering providers to prepare and back-check material lists and construction drawings through all drawing phases (i.e., IFR, IFB, IFC, and final as-built).
  • Prepare scope of work documents and technical construction specifications, contract documents, project bid line items, evaluate bids, participate in contractor selection, manage inspection staff, and manage all phases of the construction activities through all phases of the project (from bid to ready for service).
  • Capable of managing outside service companies and support groups, as required, to design and construct the above stated pipelines and facilities.
  • Responsible for regularly monitoring, tracking, and reporting the status of all projects relative to cost, progress, problems encountered and solutions, and schedules.
  • Assist Facility Planning in pipeline pressure and flow studies.
  • Assist and facilitate commissioning, PSSR and PHA plans and walk downs.
  • Maintain regular, dependable attendance with a high level of professionalism and be willing to work outside of normal business hours and to respond to emergency situations at any time of day.
  • Manage multiple assignments with tight deadlines and constantly changing conditions and priorities.
  • Work well with related engineering and construction disciplines.
  • Prepare weekly project status reports.
  • Manage change management intently and proactively and communicate effectively to Project Sponsor accordingly.


Qualifications/Requirements:



  • Minimum eight (8) years of experience in engineering design, operation, maintenance, and project management of a wide range of natural gas, NGL, crude and CO2 pipeline, meter & control station projects.
  • B.S. Degree in Engineering-Mechanical or Civil Engineering or Construction Science.
  • Detailed knowledge of natural gas and liquid industry codes and standards (i.e., 49 CFR 192, 49 CFR 195, Texas RRC Pipeline Safety Rules, ASME & ANSI Codes, API 1104, AGA 14.3, AGA 7, AGA 9, B31.8, B31.3, etc.).
  • Competent with personal computer applications (i.e., Microsoft Excel, Microsoft Word, Microsoft Project, Google Earth Pro, Vision, and other Engineering Related Programs.
  • Working knowledge and understanding of material procurement process , material requisitions, as-built documentation, and material reconciliation.
  • Detailed experience in designing and managing a wide range natural gas and liquid projects, which include pipelines, meter & control stations (i.e. ultrasonic, orifice, turbine, PD, coriolis, etc.), overpressure protection stations, headers, , filter separators, liquid handling, hot taps, side valves, mainline valves, blow down valves, pigging facilities (i.e. launchers, receivers, kicker lines, equalizer lines, pig signals, etc.), rest & thrust blocks, instrumentation, transducers, chromatographs, cathodic protection systems (i.e. test stations, ground beds, rectifiers, foreign line crossings bonds, CI Surveys, DCVG surveys, AC mitigation, etc.).
  • Understand the compliance requirements to complete As-Built Job Books for all projects in a timely manner.
  • Working knowledge of required permits involved in the design and construction of pipelines and meter & control stations. In addition, working knowledge of the process to obtain these permits.
  • High ability to communicate (written and verbal) to all levels of the organization.
  • Strong interpersonal, organizational, and analytical skills to make sound judgements with minimum guidance regarding work prioritization and project execution.
  • High ability to lead a team intently and proactively and collaborate effectively to meet challenges of meeting business goals of the projects.
  • High degree of initiative and self-motivation.
  • Approximately 25% travel to all regions of the Energy Transfer system is required.
