Chevo Consulting is currently hiring an Acquisitions Support Analyst to joinour expanding managementconsulting practice. The ideal candidate support Trade Transformation Office (TTO) providing integrated business support services for the development, sustainment, and modernization of automated import/export processing systems. Primary Location of client site is in Ashburn, VA and is metro accessible.
Duties and Responsibilities:
  • Support Trade Transformation Office (TTO) providing integrated business support services for the development, sustainment, and modernization of automated import/export processing systems and transformation initiatives critical to executing and advancing the trade mission. This support may include acquisition program management, acquisition oversight, cost estimating, communications/outreach support, and documentation support.
  • Assist the Government program or project manager in establishing project priorities.
  • Assist Govt program/project manager in development of new pages and associated documentation or the execution oversight of deployed programs or technical capability integration activities.
  • Assist the Government program/project manager with organizational outreach and strategic communications within the program and across CBP and other stakeholder organizations.
  • Assist the Government with preparing SES and higher headquarters-level briefs, white papers, and memos used as the basis to support executive program recommendations and decisions.
  • Assist the Government program or project manager in the development of RFPs and the assessment of associated proposals to include developing, reviewing and providing technical inputs on contractual documentation such as Statements of Work/ Technical Instructions/Scope of Work revisions and evaluation of contracted system developers' responses for feasibility and completeness.
  • Develop and support the management of program baselines, plans, task trackers and schedules that comply with the program's Performance Work Statement (PWS) and Work Breakdown Structure (WBS). Assist the Government program/project manager in tracking project cost, schedule and technical performance.
  • Work with program or project managers to establish and monitor the program's execution towards milestones, key events, and significant accomplishment criteria.
  • Assist the Government with developing and coordinating Life Cycle Cost Estimates (LCCE)'s and perform data entry on the INVEST budget software.
  • Report information on the status of task order projects, along with any associated modifications and evaluate the contracted system developers' execution against the established Performance Measurement Baseline metrics.
  • Assist the Government program/project manager in coordinating and establishing the agenda and entrance/exit criteria for project meetings including Integrated Baseline Reviews, Program Management Reviews, In-Progress Reviews and other key technical interchange meetings.
Required Qualifications:
  • Bachelors degree
  • 3-10 years' experience with Federal program, acquisition, and budget management practices
  • Strong knowledge of Federal support services such as acquisition program management, process/program analysis, program oversight, briefings, budget management, LCCEs, status reporting, and communications/outreach
  • Ability to conduct research and analyses to resolve problems and offer corrective action
  • Ability to pass client clearance requirements
Desired Qualifications:
  • Experience with DHS's INVEST budget management database solution
  • Experience with Oracle Project Portfolio Management (OPPM) database toolset, or similar (e.g. GSA's FOLIO)
  • Working knowledge of Federal program management, program oversight, and budget management processes and tools within DHS or CBP agencies
  • Strong problem resolution skills to assist processes through problem identification and development of problem solution options mutually acceptable to all concerned stakeholders. Support problem solution implementation activities as required.
  • Proficiency with Word, SharePoint, and PowerPoint
  • Current or recent DHS CBP clearance or Background Investigation (BI), or from similar DHS or Federal law enforcement agency
SALARY RANGE: $85,000 - $105,000
