ChevoConsulting is currently hiring a Sr. Program Analyst- Program Management to joinour expanding managementconsulting practice. The ideal candidate will:
  • Serve as Office of Acquisition (OA) program/project scheduling SME and possess the expertise to assist with the development, maintenance, and analysis of: Acquisition Program/Project Work Breakdown Structures (WBS), Integrated Master Plans (IMP), and Integrated Master Schedules (IMS)
  • Assist the Office of Acquisition and in support of the Component Acquisition Executive (CAE) in budget, financial assessment/analysis, and management of CBP programs to support Portfolio Reviews and Program Management Reviews (PMR).
Primary Location Ashburn, VA and is metro accessible.
Duties and Responsibilities:
  • Support the development and maintenance of WBS' and program/project schedules, including Integrated Master Schedules for complex acquisition programs in accordance with the Government Accountability Office (GAO) Schedule Assessment Guide.
  • Evaluate schedules provided by contractors, other Agencies, and internal entities to ensure they meet project requirements and have sound logic.
  • Conduct Schedule Risk Analysis (SRA), Critical Path Analysis, and other associated schedule analysis activities.
  • Design and develop executive level schedule metrics and management reports.
  • Develop and conduct project scheduling training
  • Generate project planning and control reports.
  • Provide program financial expertise in the assessment of CBP programs to apprise the CAE on the overall "program health" by identifying financial, budgetary, and funds execution issues and trends
  • Research and review of the budget, cost, and financial portions of all acquisition documentation to include the Acquisition Program Baseline (APB), Cost Estimating Baseline Document (CEBD), program Life Cycle Cost Estimate (LCCE), Integrated Logistic Support Plan (ILSP), program budget submissions and related documents, program spend plans, funds status, and all related documents.
  • Provide expertise across all facets of the Programming, Planning, Budgeting and Accountability (PPBA) process and products, assist in preparation for Reviews, develop acquisition documentation, spend plans, and all program financial management efforts for a CBP program office.
  • Provide expertise in preparing or evaluating the financial, cost, and budgetary components of an OMB Business Case in the Investment Evaluation, Submission, and Tracking System (INVEST) software application.
Required Qualifications:
  • Master's degree (MA/MS preferred)
  • 10 years' experience and knowledge of federal program management, budget management, and financial management, or equivalent experience
  • Expert knowledge and experience in Microsoft Project
  • Expertise with project scheduling standards, processes/procedures, and best practices
  • Project Planning and Control Support experience
  • Program Financial Assessment & Management of CBP, or similar Programs Support experience
  • Expertise with Earned Value Management and Performance Baseline analysis.
Desired Qualifications:
  • Current or recent DHS CBP clearance or Background Investigation (BI), or from similar DHS or Federal law enforcement agency, or DoD Top Secret clearance (active or recent)
  • Project Management Professional (PMP) certification a plus
  • Experience with OMB's Business Case format for Major Program Investments
  • Experience with DHS' Investment Evaluation, Submission, and Tracking System (INVEST) software application, or similar Oracle Project Portfolio Management (OPPM) solution
  • Advanced skills in Excel
SALARY RANGE: $100,000 - $120,000
