ChevoConsulting is currently hiring a Sr. Budget Analyst- Business Management to joinour expanding financial managementpractice. The ideal candidate will:
  • Assist and advise Office of Acquisitions (OA) in efforts to improve business staff expertise across CBP in the disciplines of program financial management, budget development, and funds management and execution.
  • Serve as Cost Estimating SME for all projects and programs across CBP/OA Portfolios and have a working knowledge of (both IT and Non-IT programs) system level life cycle cost estimating and analysis techniques; and
  • Assist OA in the management of funds and assets and in program financial reviews across CBP
  • Primary Location Ashburn, VA and is metro accessible.
Duties and Responsibilities:
  • Assist in the development of a Community of Practice concept across CBP for program financial management staffs.
  • Provide expertise in the training of CBP program financial management staff at OA and across the CBP program financial management acquisition community.
  • Provide expertise in researching and drafting program financial, budgetary, and funds management standard operating procedures (SOPs), policies, and best practices for CBP program financial management community implementation.
  • Possess the expertise to conduct, develop, prepare and document all Cost Estimates and Analyses for Project/Program Life Cycle Cost Estimates (LCCE) ranging from Analysis of Alternatives (AoA), Business Case Analysis (BCA), Rough Order of Magnitude (ROM), to Acquisition Decision Milestone Decision event LCCEs.
  • Possess the knowledge and expertise in using various cost estimating methodologies and tools. (i.e. ACEIT, Oracle Crystal Ball).
  • Possess knowledge to prepare Independent Govt Cost Estimates (IGCE) incl documentation.
  • Use the GAO/CBP Standardized Cost Products and Processes to complete Products with full documentation.
  • Support CBP in the Cost Estimating Competency area including certifications from accredited bodies in the area of cost estimating and analysis.
  • Provide professional accounting advice and assistance in the application and compliance of Govt generally accepted accounting principles, policies, and procedures and Federal Accounting Standards. This includes reviews, analysis and modifying operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting txns affecting the asset, liability, revenue, expense, and budgetary accounts of supported organizations.
  • Prepare special audits, studies, reports and/or, analysis to evaluate the status of the financial health and/or position of a program acquisition based on balanced scorecard measurements or indicators.
  • Provide expertise in researching and drafting Capitalization submissions for Property, Plant and Equipment for deployed systems and property.
Required Qualifications:
  • Master's degree (MA/MS preferred)
  • Business Management Competency Development and Deployment Support
  • Cost Estimating and Analysis Support
  • Financial Accounting and Analysis Support
  • 10 years' experience of knowledge of federal budget processes and authorizations
  • Experience in working at Agency/Bureau level to implement Budget
  • Advanced skills in Excel creating spend plans and budget plans
  • Strong knowledge in building budget and execution models using Excel
  • Strong research and analytical skills but including knowledge of various cost estimating techniques, cost driver analysis, statistics, risk analysis, uncertainty analysis, earned value analysis, and other mathematical and writing skills
Desired Qualifications:
  • Current or recent DHS CBP clearance or Background Investigation (BI), or from similar DHS or Federal law enforcement agency, or DoD Top Secret
  • Ability to interpret Business Processes and translate to financial requirements
  • Proficiency with Word, SharePoint, and PowerPoint
SALARY RANGE: $100,000 - $120,000
