Overview

Represents the Company to its largest most sensitive customers and their consultants within the new business process by serving as Project Manager for the installation of new and expanded electric and gas service facilities. Project manages installation of large electric,and gas services on customer premises to ensure they are completed in accordance with Company specifications ,governmental codes and regulations. Issues layouts, work sequence plans and other new business process components in accordance with operating procedures, engineering plans and specifications.Provides advice and guidance to major customers, ESCOs, governmental authorities and agencies and their consultants (e.g. engineers, architects, contractors) on matters relating to tariff application, service and conservation options, cogeneration, load management, billing, retail access and Company policy and procedures.

Responsibilities

Core Responsibilities
  • Acts as the Company's Project Manager by directing and monitoring the progress of Company and customer work within the new business process. Serves as overall project coordinator and principal customer liaison in cases involving vaults.
  • Negotiates and arranges service dates with major customers which ensure the productive use of Company resources while at the same time being sensitive to the customer's electric and gas needs.
  • Determines, in consultation with the customers and their consultants the available billing rate options, applicable service provisions, riders and general rules. Responsible for the establishment of proper billing rates. Determines customer eligibility for New York Power Authority (NYPA). Prepares billing estimates and authorizes the preparation of appropriate billing and/or adjustments in accordance with Company policy.
  • Approves customer's secondary switchboard drawings, metering equipment and all Company related installations related to new or additional energy needs of the customer. Authorizes the requisitioning of Company material and assures its proper installation. Performs final inspections, confirms receipt of necessary certificates and authorizes meter sets and energizing of secondary service.
  • Analyzes and evaluates new and additional load information, manages field surveys with the Vault and Bus Design Group and prepares field sketches. Recommends the authorization for the company to begin system addition and/or reinforcement work, which may be required, before secondary service can be established for the customer. Authorizes Distribution Engineering to review the service facilities and prepares the required designs and drawings. Enforces Customer Service Layouts and advises the customer as to how the Company will install/modify its service facilities. Authorizes changes as appropriate.
  • Coordinates Company activities, guides and advises customers and their contractors in carrying out Company plans and specifications for 13.8kV high tension, 265/460V, 120/208V, and interior distribution transformer vault service installations.
  • Negotiates with contractors, consulting engineers, architects, governmental authorities and customers as required. Obtains customer's approval as required. Prepares division of responsibility and work sequence as required between customer and Company functions.
  • Monitors the accounting for and recommends, within prescribed limits, expenditures for Company and contract labor, material, supplies and equipment. Recommends approval for the payment of contractor field work in accordance with bus and vault design drawings.
  • Arranges feeder outages, witnesses high potential proof tests on customer's transformer vaults or high tension service installations, signs for feeder holdoffs, and issues high tension work authorizations (green sheets). Also authorizes and arranges service outages to customer equipment which they require and directs appropriate processing and collection of related accounting charges.
  • Provides advice and guidance to customers and their consultants, in areas of tariff application, load management, hazardous materials, possible gas service utilization, HVAC systems, lighting needs, billing and Company policy related issues. Also confers with them and builders, architects, engineers and contractors to rectify field problems involving existing vaults and high-tension service. Effects necessary action for rapid service restoration in time of outages.
  • Requests vault construction permits and extensions of the permits if necessary.
  • Determines, in consultation with Engineering, when customers are to be charged for the services or accommodation they request. Executes and accepts agreement letters and tariff specified contract documents for the Company, committing the Company to perform the service or accommodation for the stated price. Some examples include Excess Distribution Facilities, relocating Company street facilities, etc.
  • As a key performer in the new business process works with the other participants to review the process and change it to add value.
  • Analyzes, edits and furnishes data to Company departments such as Planning and Rate Engineering for the preparation of proposals related to forecasting, rate development, P.S.C filings and other policy changes. Recommends changes as appropriate.
  • Ensures implementation of Company safety, health and environmental programs. Follows safe work practices and that the environment is fully protected in accordance with Company policy and governmental regulations.
  • Determines, in consultation with Engineering and the customer's consultants, the best location for transformer vaults and points of entry for electric and gas services for both permanent and temporary service connections including high-tension facilities.
  • Monitors the vault construction and progress of customer and Company contractors and field forces in the field in carrying out Company plans and specifications when the transformer vault/electrical bus installation is being performed by the customers. Coordinates Company work, issues reports, authorizes the requisitioning of stock and non-stock material including metering coils and bus material together with the subsequent reports of material received for those items.
  • Prepares the necessary information for the transformer installation program reports and provides other data and reports as required.

Qualifications

Required Education/Experience
  • High School Diploma/GED and 5 Years experience with Electric, Gas or Steam Service installations, electric, gas or steam service related construction, or related customer service fields or
  • Bachelor's Degree and 5 Years experience with Electric, Gas or Steam Service installations, electric, gas or steam service related construction, or related customer service fields
Preferred Education/Experience
  • Bachelor's Degree and 5 years experience with Electric, Gas or Steam Service installations, electric, gas or steam service related construction, or related customer service fields
Relevant Work Experience
  • 5-7 years experience with Electric, Gas or Steam Service installations, electric, gas or steam service related construction, or related customer service fields Required
  • Project Management Required
  • Interpret construction prints, plans, diagrams Required
  • Can work in the field and active construction sites, climbing multiple flights of stairs Required
  • Familiar with developing, setting and tracking internal and external milestones and project risks Required
  • Host and facilitate customer and interdepartmental meetings Required
  • 2 years Supervisory Experience Preferred
  • Familiar with accounts, tariffs and rates Preferred
