Job Summary

Paradise Valley Community College (PVCC) is seeking a Fiscal Supervisor to oversee the planning and management of assigned Fiscal Business Services, including fiscal purchasing cards, fiscal travel administration, accounting and reporting management, and lease agreement management. Reporting to the Director of Finance and Administration, this role provides supervision to both part-time and full-time fiscal staff as needed. Additionally, the Fiscal Supervisor serves as the second-in-command for Cashier Office operations, being a backup for the Fiscal Manager ensuring efficient cashier service and compliance with MCCCD administrative policies and procedures.

Essential Functions

35% Fiscal P-Card Management: Oversee fiscal operation of purchasing cards and professional services contracts. Develop, analyze, and implement MCCCD Administrative procedures, guidelines, policies, and system; ensure compliance with relevant policies and regulations.

30% Fiscal Travel Authorization and Expenses Management: Oversee fiscal operation of college travel authorization and travel expense requests. Prepare, monitor, and manage the assigned travel budget and related expenditures. Develop, analyze, and implement MCCCD Administrative procedures, guidelines and policies; ensure compliance with relevant MCCCD Travel policies and regulations.

10% Cashier Management: Supervise cash management functions and maintain cashier record-keeping when needed or being the backup responsible person for the Fiscal Manager. Oversee the Cashier Office and manage cashier operations and student financial tasks and projects as required. Review, analyze, and interpret financial records, statements, and information. Plan and administer the Student Information System, including implementation and training.

10% Accounting and Reporting Management: Process budget and expense transfer requests. Develop, review, analyze, and interpret financial reports and statements. Monitor financial transactions for anomalies and provide specialized financial reports and professional analysis with actionable recommendations. Assists in college purchasing function with account receivable and account payable.

10% Fiscal Lease Agreement: Review and process lease agreements and contracts for college. Process expense and budget transfers and provide guidance on fiscal policy and regulatory matters. Prepare invoices for lease agreements and other receivables, and assist the facility use agreements when needed.

5% Other Duties: Assist the Finance and Business Services Administrator/Director to coordinate and manage projects and training events. Plans, coordinates, implements and conducts fiscal training and/or formal workshops. Provides direct input into the department strategic planning. Represent the College in the CFO and BSB groups and other relevant committees.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in finance, accounting or directly related field, four years of experience providing oversight of assigned fiscal function related to area of assignment, which includes two years of lead work or senior level experience.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. Master Degree from a regionally accredited institution in finance, accounting or directly related fiscal services

C. 4 years of experience in higher education Cashier Operation

D. 3 years of experience in Purchasing Operation and Process

E. 3 years of experience in processing contracts and agreements for higher educational institution

F. Experience in Excel and Adobe programs and higher education financial systems

Special Working Conditions
