This is a remote position.

The Veterans Affairs business unit helps transform the VA into a modern digital services organization where Veteran outcomes are at the center of every effort. We partner with the VA to design and deliver seamless user experiences for Veterans, their families and caregivers, and VA employees. By applying better practices in service design, product management, and technology, we enable VA to increase the usage, quality, and reliability of services and decrease the time Veterans spend waiting for outcomes.

Primary Responsibilities:

As a Delivery Manager, you will be responsible for working with leadership to shape the technical direction of the program, while gaining exposure into people management. A Delivery Manager is a people manager, leader, and mentor with the ability to cross-functionally lead program delivery. You are an emerging subject matter expert that is developing the skills to successfully lead through team members and effectively communicate and execute against program and organizational objectives. In this role, a Delivery Manager will support leadership in partnering with peers to meet delivery requirements. A Delivery Manager will enhance their communication, and leadership skills to prepare them to successfully manage through direct reports.

Primary expectations of a Delivery Manager include:



  • Develops an understanding of program scope, schedule and cost management; with the support of leadership, articulates contractual delivery requirements to team members
  • Provides coaching and development to team members, and works with leadership to define growth goals and development plans, and creates a culture where people can learn and evolve
  • Responsible for reporting upon program progress and communicating obstacles
  • Develops collaboration skills to partner with key stakeholders to represent the product management practice in advocating for the best technical solutions while communicating tradeoffs
  • Considered an expert with agile methodologies; ability to lead cross-functionally and deliver based upon requirements
  • Collaborating with POs on the roadmap, backlog prioritization, and outlines/briefs
  • Coordinating sprint demos and writing reports that demonstrate the value the team is delivering
  • Leads cross functional efforts for delivery team members and team leads; may serve as the primary technical point of contact for stakeholders
  • Exhibits effective and strong communications skills in order to gain consensus, mitigate conflict, and serves as a stewardess of innovation or change
  • Responsible for defining the vision and strategy for the product management discipline and may support the identification of growth opportunities
  • Leads team processes and seeks out best practices to fill gaps
  • Responsible for supporting program leadership to meet the delivery of required scope and deliverables
  • Development of people management skills to successfully assume direct management responsibilities
  • Participates in interviews with new candidates and develops/grades homework
  • May participate in bid-writing, tech demos, strategic planning, and other customer-facing communications
  • Strong organizational and time-management skills
  • Responsible for hiring, performance management, timecard reviews, PTO management and team development


Basic Qualifications:



  • Bachelor's degree and 10+ years of experience

    • Relevant years of experience may be substituted for education


  • 3 years of experience managing technology service delivery projects
  • 4+ years of mentoring and coaching experience; experience with communicating and leading tasking efforts to support delivery
  • Prior experience with Agile project management methodology
  • Prior experience with 0-1 initiatives


Preferred Qualifications:



  • Ability to obtain/maintain any of the following:

    • CSPO, CPM, CSM or other related certification


  • General understanding of government contracting requirements and regulations, VA experience preffered
  • Agile certification is strongly preferred (PMI-Agile Certified Practitioner (PMI-ACP), AgilePM Foundation, ICAgile Certified Professional (ICP), Certified Scrum Master, SAFe Agilist, etc.)

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
