Overview

Under general supervision of the Chief Transmission & Substation Engineer, perform Substation Electrical Engineering and Design with key considerations for substation design including physical layouts, major substation equipment, protection and control systems.Supervise assigned Project/Substation Engineers and provide an oversite for all new substation and upgrade projects. Provide technical guidance, training and expertise to less experienced engineering staff. Provide leadership in the form of directing the engineering duties using the individual's experience and judgment. Make independent decisions and recommendations on engineering issues. Provide engineering support and expertise for various operations groups throughout the Company. Attend and represent the Company at industry meetings and serve on committees as required.

Responsibilities

Core Responsibilities
  • Supervise and Coordinate Engineers and Designers in day-to-day tasks to support substation layout designs including plans, sections and details, grounding, lightning protection, control building arrangements, interior and exterior raceways, auxiliary AC/DC power systems, and associated bill of material.
  • Participate in substation design at all stages of project development, including concept, pre-feasibility, feasibility, detail design, procurement, and construction. Review/supervise calculations, drawings, specifications, and perform condition assessments and feasibility studies.
  • Accountable for design in accordance with all applicable codes and standards (e.g. IEEE, EEI, ANSI, etc.)
  • Develop engineering/technical specifications and coordinate design activities to maintain project schedules and ensure successful project completion.
  • Directs the development of the Substation & Transmission Operations capital budget, monitors performance against the budget, adjusts the budget as necessary and determines and presents the monthly living budget adjustments and projections to the Chief Engineer.
  • Support the development of project schedule and cost estimates.
  • Coordinate design activities with other engineering disciplines to maintain project schedules and ensure successful project completion. Work closely with design consultants, contractors, and manufacturers to support the needs of the project.
  • Work closely with Substation Operations and System Operations to coordinate the construction, commission and testing activities, and outage requirement/planning.
  • Supervises the preparation specifications for all engineering tasks, construction, commission and testing activities. Work closely with manufacturers, contractors, and suppliers relative to their proposals, project performance, specification of materials, processing of invoices for payment in accordance with their performance under contract. Keep informed of industry developments and keeps up to date with the latest developments in the substation equipment and design engineering field.
  • Supports the Departments regulatory compliance efforts and reporting. Directs the departments activities in engineering efforts for FERC, NERC, NPCC, and RFC compliance. Coordinates preparation and participates in CEO Certification, Spot Checks, Periodic Data Submittals, on site and off-site audits.
  • Reviews and approves drawings and submittals to Municipal agencies as required. Testifies as an expert for the Company in Municipal Hearings where required.
  • Provides assistance during Company storms or other system emergency events and functions as necessary.
  • Directs the preparation of testimony and exhibits for O&R and RECO rate cases and required filings.

  • Facilitates employee development. Reinforces and documents positive feedback for examples of work excellence and dedication, and ensures timely discipline is administered as appropriate. Completes performance review and manages the training process for employee.
  • Performs other related assignments, as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree in Electrical Engineering and 8 years of relevant work experience of relevant work experience or
  • Master's Degree in Electrical Engineering and 6 years of relevant work experience of relevant work experience
Preferred Education/Experience
  • Master's Degree in Engineering, Electric Engineering preferred. and The attainment of or working towards an advanced technical degree is preferred.
Relevant Work Experience
  • Must have a minimum of 8-10 years experience in the planning, design, and operation of electric substation and transmission systems. Required
  • Well organized, detail oriented and flexible to handle multiple assignments and deadlines. Required
  • Prior supervisory experience is required. Required
  • Working knowledge of capital and O&M projects / budgets and requisite planning processes to meet established budget constraints. Required
  • Technically proficient in a broad range of engineering responsibilities and show a willingness to explore and implement new and creative solutions. Required
  • Knowledge of regulations pertaining to Utility Substation design. Required
  • Demonstrated leadership skills and ability to train and supervise other employees effectively. Required
  • Demonstrate a high energy level, be flexible, and be able to handle multiple assignments while meeting deadlines. Required
  • Possess proven leadership qualities/skills including strong decision-making, organizational and interpersonal, oral and written communication, analytical and administrative skills. Continuing ability to implement with a solid teamwork orientation and strong attention to detail are essential. Required
  • Articulate, have a professional demeanor and be comfortable dealing with all levels of stakeholders, including internal and external customers and regulators. Required
  • Knowledge of major substation equipment, protective relay system, and SCADA system. Required
Licenses And Certfications
  • Driver's License Required
  • Professional Engineer (PE) Must be working toward securing a Professional Engineer's License in NY or NJ if a license is not held in that state. Required
Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able and willing to travel within O&R and CECONY service territory, as needed.
