Job Qualifications & Skills Required:

  • 15+ years experience in downstream chemical/petrochemical industry.
  • Strong working knowledge of OSHA PSM requirements, programs and compliance is required. 
  • Experience working in accordance with requirements of IEC 61508 and IEC 61511.
  • Experience with conducting safety and environmental evaluations of projects, participating in hazard analysis, and preparation of information in support of OSHA PSM.
  • Experience working on-site for owner/operator.
  • In-depth understanding of the interdependence and relationship between various disciplines with emphasis on discipline interfaces and information flow.
  • Advanced knowledge of continous and batch production processes.
  • Bachelor's Degree in Electrical Engineering

Engineer IV (Lead Instrument Engineer) performs assignments, which require the application of engineering education, training or experience and special knowledge in the mathematical, physical, or engineering sciences.  Executes activities of designated projects to ensure that the project goals and objectives are accomplished within a prescribed timeframe and budget parameters.  Specifically, the Lead Instrument Engineer will be resoinsible for the day to day efforts  to accomplish project specific goals for multiple (3-5+), simultaneously executed, small to medium sized  (typically $50M to $20MM) capital projects.  Primary focus will be for OSHA PSM compliance related projects.  Capable of performing the following responsibilities below personally or through support personnel as a member of a multi-disipline project team. Primarily responsible for projects in the Conroe, TX Area.  Day travel may be required. 

The Lead Instrument Engineer has the primary responsibility to support execution of Capital and Expense Projects from front end development (Assess, Select & Define phases) to detailed design and construction (Execute phase) including procurement, cost control and schedule management.  Accountable for delivering projects safely, within defined scope, budget, and schedule expectations. Ability to support several projects simultaneously with competing priorities in various execution phases on a variety of manufacturing processes.  Develops detailed Instrumentation and Control System designs, including Design Basis, Scope of Work, and P&ID markups collaboration with Client Operations, Process Engineering, and Other Discipline Representatives. 

  • Ability to complete instrument calculations and sizing suited to process conditions.
  • Generate instrument specifications, data sheets and work packages.
  • Prepares inquiry and purchase requisitions.
  • Prepares bid tabulations on simple purchases.
  • Experience with developing process control strategies and process instrument design information including emergency and shutdown procedures, control ranges, alarm points, and DCS strategy.
  • May interface with construction crews during construction phase to provide and receive input relative to accuracy of drawings, coordination of shutdowns and to expedite the timely and efficient completion of the project.
  • Experience with execution and completion of Management of Change and Project Start-Up (PSSR) activities, including preparation and follow through to completion of project/PSM punch list items.
  • Support determining SIL levels and SIS design in accordiance with IEC 61508 and IEC 61511.
