JOB DESCRIPTION

Loudoun County is one of the fastest growing counties in the nation. This unparalleled growth has resulted in an exciting professional opportunity with the County's Department of Transportation and Capital Infrastructure (DTCI). The Department is responsible for constructing the County's infrastructure (except Loudoun County Public Schools) which numbers over 200 projects. The Capital Projects Coordination Funding and Policy Division is responsible for managing the planning and expenditure of funding for the projects as well as developing and managing the operating budget. In addition the Division is responsible for representing Loudoun County at numerous transportation-related regional and state organizations as well as development of policies that guide department management and operations. The Division is responsible for making application for various transportation or transit related grants or restricted funding programs. A major objective of the Division for FY 2018 is to create systems to track upcoming activities to position the team to be more proactive in meeting annual and predictable deadlines and conduct more analysis of funding matters. The department is seeking qualified applicants for the position of Senior Management and Budget Analyst. This position is responsible for working with department leadership in capital budget development and coordination within the Department, developing and updating cost estimates, project shortfalls and new project costs in concert with Department of Management and Budget. Most road projects require knowledge and understanding of multiple funding sources and grants. Determining the best use of the restricted funding streams for road projects is a critical element in developing funding for Capital Improvement Program (CIP) projects. The position is responsible for preparing CIP Amendments as projects need additional funding or new projects are identified. The position also works with other members of the Capital Projects Coordination, Funding and Policy Division staff to ensure that accounts for the complex funding streams are accurate and kept up to date with the County's financial system as well as the Departments project tracking system e-Builder. This position is responsible working with department leadership in developing the annual operating budget and meaningful performance indicators as well as tracking expenditures in the current Fiscal Year Operating Budget. Developing systems to accurately track and report on critical areas of expenditures, developing procedures and policies to improve the financial, operational and management of the Division are included in the duties of this position. Other projects such as developing scopes of work for consultants that support department projects, review and development of performance indicators that provide meaningful description of result and impacts of DTCI projects, prepares the departments Performance Program document and related materials. While this position reports to the Deputy Director, the incumbent works closely with the Director, the four members of the Capital Project Coordination, Funding and Policy Division, members of the DTCI and the Department of Management and Budget and the Department of Finance and Procurement and the Virginia Department of Transportation. The environment is fast-paced with many deliverables on a short timeframe.
JOB REQUIREMENTS

Requires a combination of education and experience equivalent to a Master's degree Public Administration or Business Administration or related field and two years senior professional level experience.
SPECIAL REQUIREMENTS

Experience and knowledge of Visio, Oracle, e-Builder, Hyperion or equivalent programs is a plus. Experience in developing Capital Improvement Programs and Operating Budgets is desirable. In addition, experience with work process design and flowcharting is also desirable. Demonstrated ability to problem-solve and organize and the ability to work with many different people.
