Alpha Omega is recruiting to staff the recent award for the NOAA National Centers for Environmental Information Data Stewardship Division (DSD), which works with NOAA and the broader community to provide and maintain the core tools, systems, services, policies, and procedures that enable long-term information preservation, dissemination, and service delivery in a cost-effective, efficient, and reliable manner. Its four branches, Data Operations, Archive, Software Engineering, and Data Access, ensure conformance with the principles, activities, and responsibilities of an Open Archival Information System (OAIS) Reference Model Archive (Consultative Committee for Space Data Systems, 2012; ISO 14721); follow established NOAA, Department of Commerce, and Executive Office policies; and maintain a reliable and effective infrastructure of hardware, software, processes, and procedures to ensure the long-term preservation of NOAA's information products and services.

We are seeking a highly skilled and experienced Operations Systems Engineer to join our dynamic team at Alpha Omega. As a Systems Engineer, you will play a crucial role in extracting, transforming, and loading (ETL) data into computer processing systems. The position requires expertise in auditing output data, resolving production-related errors, and maintaining procedural lists, control records, and coding schemes. The successful candidate will be familiar with a variety of concepts, practices, and procedures in the field, demonstrating a high degree of creativity and latitude in problem-solving.

Key Responsibilities:



  • Technical Expertise:

    • Demonstrate technical expertise in managing an extensive portfolio of software, web applications, and IT systems related to climate, oceanic, and geophysical data.
    • Adapt products and holdings to commercial cloud computing platforms while maintaining continuity of operations on legacy infrastructure.


  • ETL:

    • Extract, transform, and load data into computer processing systems.
    • Code data to prepare for further computer processing and long-term archival storage.


  • Quality Assurance:

    • Audit output data to identify and resolve production-related errors.
    • Ensure accuracy and integrity of processed data.


  • Process Optimization:

    • Maintain and revise procedural lists, control records, and coding schemes to enhance the efficiency of source data processing.


  • Data Accessibility and Dissemination:

    • Make NOAA environmental data available in the cloud, improving dissemination and enabling technology transfer from legacy operational systems to cloud-supported systems.
    • Maintain the availability and integrity of meteorological, climatological, environmental, geospatially referenced data in several electronic formats for use by customers worldwide.


  • On-Premises Data Access:

    • Make NOAA environmental data available on-premises.


  • Enterprise System Support:

    • Update and maintain enterprise system support (TDS, ERDDAP, Hyrax, etc.) to ensure data and products are available for access and visualization.


  • Cloud Transition:

    • Support the transition to cloud technologies (e.g., object storage) from on-premises systems.


  • Document Routing Software:

    • Support and maintain document routing software (eNRS) until it can be replaced by a Software as a Service (SaaS) tool.


  • Legacy Application Support:

    • Support the NESDIS Ecommerce and Online store Software (NES2) until it can be replaced by a NOAA SaaS tool.
    • Support legacy Apex applications and assist in migrating these applications to a modern and reliable architecture.


  • Data Manager Tool Support:

    • Support data manager tools such as NERMS, which aids in the management of digital images and publications in the NCEI archive.




Required Qualifications:



  • Education:

    • Bachelor's degree (BS/BA) in a related area or equivalent practical experience


  • Experience/Skills:

    • 4 to 6 years of related experience as a Systems Engineer
    • Experience with data collection, coding, and processing
    • Experience with Unix/Linux Command Line Interfaces
    • Familiarity with a variety of concepts, practices, and procedures in the field
    • Familiarity with electronic data download mechanisms such as FTP, SCP, HTTP(S), and cloud-based object storage (AWS S3, Ceph ) commands: AWS S3, S3 API, Rclone
    • Familiarity with Linux / Unix based computer systems and use of a variety of shell commands to find and manipulate data
    • Ability to understand and navigate file systems, directory hierarchy, and the ability to move files between directories and between networked computer systems
    • An understanding of SSH, SCP, and networking to a level of being able to log onto a network computer or Virtual Machine and transfer files between computer systems on a network
    • Understanding of TCP/IP and computer addressing, including domain names, IP addresses, and port numbering
    • Rudimentary shell scripting; the ability to write small scripts to move and manipulate files by name and type
    • Be able to understand regular expressions and syntax, ability to use expressions for pattern matching in tools like Perl, SED, AWK, and Python
    • Knowledge of web concepts: html, css, urls, static html, jsp, how to navigate to different web pages and domains
    • Knowledge of basic web applications and types, where code runs or is rendered in relation to browser or web server
    • Basic knowledge of data analytics, interpolation, discovering outliers, identifying relationships
    • Ability to understand workflows, detail process steps, develop algorithms for moving and manipulating data based on stakeholder and subject matter expert input
    • Understand basic software workflow in promotion from development to testing to production
    • Knowledge of software version control and tools (GitLab, GitHub) and the ability to work with pipelines, containers, and artifacts in relation to software repositories, versioning, testing, and deployment




Preferred Qualifications:



  • Familiarity with Apache NiFi, AWS Lambda, Amazon EC2, Python, Java, and Jupyter Notebook
