TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE EITHER SERVING PERMANENTLY IN THE PROCUREMENT ANALYST TITLE, OR BE REACHABLE ON THE CIVIL SERVICE LIST, OR ELIGIBLE TO BE APPOINTED UNDER THE 55A PROGRAM.

The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. TPM's Administration Office provides support to ensure that sufficient resources are in place to perform these projects. TPM seeks two experienced analysts to support multiple priorities in a fast-paced environment to meet tight deadlines.

Reporting to the TPM Budget Director, the Grant/Budget Coordinators will be responsible for coordinating the various subdivisions' grant portfolios and city operating budgets. The candidate will work closely with the TPM Grants and Budget Administration Office to develop, administer and reconcile grant/city budgets and complete various fiscal/budget exercises. We are looking for an experienced analyst to support multiple priorities, including management of TPM's various state and federal grants, OTPS and PS Budgets in a fast-paced environment to meet tight deadlines.

Under general supervision and with some latitude of independent judgement, the candidate's responsibilities will include but not limited to the following: coordinate and manage grants for TPM Subdivisions; perform support work in developing grant proposals for funding; update project schedules and coordinate budget requests; monitor project progress and schedules and prepare administrative actions such as time extensions; provide support and coordinate with multiple TPM units on budget issues for Division priority projects; provide TPM subdivisions with budget monitoring tools and maintain existing budget tracker; assist division with end of year budget exercises such as grant roll exercises and accruals; coordinate the annual preparation of grant expense budget requests in close coordination with project managers and their respective units; Preparation of quarterly claims and progress reports for submission to the agency's Grants Administration. The position requires extensive coordination within TPM and with the agency's Budget and Grants Units.

Preferred Skills
Strong computer skills in Microsoft Excel, Word, Outlook, and Adobe Acrobat; Solid experience and knowledge of the city's budget processes; Experience in submission of grant claims FTA and FHWA; knowledge and experience in the City's Financial Management System (FMS), PassPort and CHRMS reports; Good interpersonal and communication skills and abilities to work effectively and responsibly with internal and external parties for follow-ups and tasks completion.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in "1" above; or
4. A combination of education and/or experience equivalent to "1", "2", or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in "1" above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
