Rutgers, The State University of New Jersey is seeking a Privacy Coordinator for University Ethics and Compliance. Reporting to the Director of Compliance the Privacy Coordinator ("PC") monitors adherence to regulatory requirements and university policies and procedures related to
HIPAA,
GDPR,
GLBA, and
FERPA. The PC will be responsible for educating university personnel, promoting, and administering various privacy program initiatives, performing investigations related to
HIPAA and
FERPA violations, and conducting routing monitoring in areas of privacy risk. This role will support the Director of Privacy in ensuring the privacy program's effectiveness university wide. To achieve these goals, the successful candidate will collaborate closely with personnel across the university including the Office of General Counsel, Office of Labor Relations, Office of Academic Labor Relations, Office of Employment Equity, Office of Information Technology, and employees of Rutgers' partner organizations in order to assist University Ethics & Compliance leadership in managing, monitoring, and educating the organization to ensure compliance with federal and state regulations, and university policies and procedures.
Among they key duties of this position are the following:
- Assists the Privacy Practice Group in the identification, assessment, and mitigation of privacy risks across the university.
- Helps manage institution-wide privacy risks by performing risk monitoring activities, department walk-throughs, process assessments, and documenting internal control gaps.
- Monitors the Compliance Helpline to ensure appropriate and timely action is taken on privacy complaints.
- Performs and documents internal investigations in accordance with applicable legal requirements and organizational policies and procedures and consults with the Office of General Counsel, Office of Labor Relations, Office of Academic Labor Relations, and Office of Employment Equity regarding confidential employee disciplinary matters and procedures under applicable collective negotiation agreements (where applicable).
- Follows up with department/unit leadership to ensure issues were mitigated and proper documentation was submitted to memorialize management actions.
- Monitors and takes appropriate actions related to messages received through the Privacy and Data Loss Prevention mailboxes.
- Provides administrative support for the Privacy Practice Group including mailing notification letters, developing reports and dashboards and performing analysis related to privacy engagements.
- Maintains privacy electronic files and records to ensure proper documentation is stored and is consistent with department procedures.
- Keeps up to date with regulatory changes impacting federal and state privacy regulations to ensure that they are a resource to the university community.
- Answers privacy related inquiries from members of the university community.
- Prepares communications, training materials, and delivers compliance education and training to the university community.
- Performs other duties as assigned.

Qualifications
Minimum Education and Experience |
- Bachelor's degree preferably in business administration, finance, or in other disciplines related to specific compliance industry.
- Two (2) years of relevant experience.

Certifications/Licenses |
- Use of personal vehicle in order to travel for business demands; a valid driver's license would be required for this position.

Required Knowledge, Skills, and Abilities |
- Knowledge of the institutional compliance areas listed above and HIPAA/HITECH rules.
- Ability to thoroughly to conduct compliance/privacy investigations and HIPAA risk assessments.
- Ability to train university partners on issues of institutional compliance and privacy areas of HIPAA, HITECH and FERPA.
- Experience researching regulatory requirements within area of compliance expertise.
- Experience conducting risk assessments, preparing work papers, and documenting action plans in furtherance of ensuring appropriate remedial action is taken by the university community.
- Ability to develop monitoring plans.
- Intermediate level experience with Microsoft software packages (Word, Excel, Powerpoint, Access, Etc.).
- Ability to create dashboards to report compliance activity.
- Ability to develop broad-scale communications and training materials.
- Public speaking and strong writing skills.
- Ability to work independently and in team environments.

Preferred Qualifications |
CIPP/US.- Knowledge of FERPA.
- Knowledge of GDPR.
- Certified in Healthcare, Research, or Privacy.
- Certified in Compliance and Ethics Professional.
