About the Department
Emergency Management and Mission Continuity, a unit of the Department of Emergency Preparedness and Strategic Initiatives, is responsible for the planning and coordination of various types of emergency programs for NC State University. EMMC coordinates information-sharing and emergency response efforts of divisions, departments, offices and agencies. An 'all risks' approach which includes, but is not limited to, emergency planning, emergency response, disaster mitigations, disaster recovery, and mission continuity planning will be used. EMMC also develops and communicates the University's key emergency policies, strategies, plans and procedures across campus.
Objectives of EMMC include:

  • Serve as program experts for campus, to improve campus preparedness to planned and unplanned events by integrating all hazards planning into daily campus operations Improve on campus response capabilities to planned and unplanned events by coordinating with campus response departments and personnel
  • Ensure that the University can resume operations following an event and provide operational impacts with supporting data
  • Enhance stakeholder involvement through emergency planning committees; facilitate committee working groups to expand campus wide programming
  • Integrate instructional and research continuity into existing business continuity framework; partner with campus service units to complete business impact analysis and provide scalable data and impacts to leadership
  • Creation of emergency preparedness and mission continuity plans tailored for critical functions identified at the division or departmental level
  • Ensure National Incident Management System (NIMS) compliance for all emergency response and emergency operations personnel
  • Emulate the Emergency Management Accreditation Program standards for program management and growth, maintaining technical and industry best practices expertise(http://www.emap.org/index.php/what-is-emap/the-emergencymanagement- standard)
  • Deliver campus emergency communications/safety notices
  • Serve as campus major event program coordinator, working with campus partners and lead event risk assessments
  • Serve as institutional representative on local emergency planning committees and working groups (Wake Co. LEPC)


Positions within the Dept. of Emergency Management and Mission Continuity include Emergency Manager, Mission Continuity and IT Manager.
Essential Job Duties
The Emergency Manager is responsible for developing, implementing and managing University-wide best practice systems, policies and procedures for all-hazards disaster planning, preparedness, response, mitigation and recovery. This position manages multiple intricate programs that have wide scope and complexity, including emergency operations and compliance, campus major events, and emergency communications.

This position has responsibility for the Emergency Operations Plan ( EOP) and associated emergency preparedness activities on campus. This includes planning University-wide emergency exercises to test the components of the EOP, the Emergency Operations Center ( EOC) and the University's interactions with external response and recovery partners.

Qualifications


Minimum Education and Experience
  • Bachelor's degree in a Physical Science, Biological Science, Environmental Science/Engineering, Occupational Safety, Industrial Technology or related discipline; or an equivalent combination of training and experience. Some positions may require additional training, certifications, or licensure. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications

  • Knowledge of emergency management Policies, Rules and Regulations.
  • Knowledge of hazardous material security
  • Knowledge of National Incident Management System (NIMS)
  • Ability to execute sound judgment in dynamic emergency environment/scenario and enable resources
  • Good understanding of Emergency management programs.
  • Ability to work alone and in a team environment
  • Communicates ideas in both verbal and written forms in a clear, concise and professional manner, including presentations to employees, management and audiences at all levels
  • Experience with implementing solutions that require assistance from multiple team members across the organization
  • Critical thinker; ability to think outside the box
  • Ability to consult with senior level decision makers
  • Knowledge of state, federal and local rules; knowledge of industry best practices and accreditation expectations; knowledge of UNC System policies;
  • Program and project management skills; interpersonal skills; written and verbal communication skills to prepare reports, analyze data and present information to university leadership.
  • Autonomy in decision making and decisiveness.
  • Subject matter expertise in emergency operations, to include local, state and federal programs; strong information technology skills and application
  • Regulatory policy understanding and ability to interpret, then develop programming training, data analytics and reports.

Preferred Qualifications

  • BS Degree - supplemented with 5-7 years relevant experience.

  • NIMS certification.
  • Hazwoper Training certification.
  • Experience writing and coordinating emergency drills and training activities.
  • Formal coursework in disaster management and recovery.
  • Knowledge of hazardous materials shipping.
  • Knowledge of Homeland Security assessment process.

  • A valid North Carolina driver's license or the ability to obtain one within 60 days of start date.
