Summary of Job Duties:The Emergency Management Specialist will support AEDI's emergency management efforts, focusing on comprehensive emergency planning, disaster recovery, EOC operations, and university systemwide emergency management. The role also involves grant writing and management, and project management to enhance community resilience and preparedness. Provide technical assistance to local and county government and public safety agencies. This position is governed by state and federal laws, and agency/institution policy. Qualifications:

Required Education and/or Experience:

  • Bachelor's degree in emergency management, crisis management, planning, or a related field;

  • Minimum of 2 years of related work experience, including plan development, EOC, risk management, project management, or related public safety experience;

  • Valid driver's license;

  • Completion of Federal Emergency Management Agency training courses as follows: IS-100, IS-200, IS-700, IS-800, IS-2200-completion of IS-300, IS-400, and Professional Development Series (PDS) within 12 months of employment.

Preferred Education and/or Experience:

  • Master's degree in emergency management or a related field;

  • 5 years of work experience in planning, university emergency management, enterprise risk management, or business continuity;

  • IAEM Associate Emergency Manager or Certified Emergency Manager;

  • ISO 22301, CBCP, MBCP certification, or equivalent documented experience in business continuity planning;

  • Homeland Security Exercise and Evaluation Program (HSEEP) Certificate;

  • Experience with EOC, incident management, and mass notification software.

Job Duties and Responsibilities:

  • Develop, maintain, and review various emergency plans related to prevention, protection, mitigation, response, and recovery in accordance with Federal, State, and local laws;

  • Assist in managing disaster recovery efforts, including coordinating with local, state, and federal agencies to implement recovery plans and secure resources;

  • Participate in the operation and coordination of the Emergency Operations Center (EOC) during incidents, ensuring effective communication and resource management;

  • Coordinate and support emergency management activities within the University of Arkansas System, including developing and updating university-specific emergency plans;

  • Assist in writing grant proposals and managing grant-funded projects, ensuring compliance with funding requirements and timely reporting;

  • Lead or support emergency management projects, ensuring they are completed on time, within scope, and within budget;

  • Support or lead training opportunities and exercises related to emergency management for local government staff, partner organizations, or other stakeholders;

  • Facilitate multi-agency group discussions and collaborations regarding emergency mitigation, preparedness, response, and recovery plans;

  • Conduct research on topics and legislation related to emergency management and provide recommendations based on findings;

  • Lead or assist in presentations to audiences that include department heads, elected officials, partner organizations, community stakeholders, and the public;

  • Represent AEDI's Emergency Management and Continuity section at private and public meetings as needed;

  • Support the Community Planning section on projects as needed;

  • Perform other related duties as required.

Knowledge, Skills, and Abilities:

  • Ability to maintain driver privileges of university vehicles;

  • Ability to seek out continuing education and professional development opportunities;

  • General knowledge of federal, state, and local government organization structures related to emergency management;

  • Ability to effectively organize work, determine priorities and resource requirements, establish and monitor timelines, manage multiple projects simultaneously, and complete assigned duties with minimal supervision;

  • Ability to effectively access and utilize information systems to complete assigned duties;

  • Ability to develop and maintain professional, effective, and respectful working relationships with co-workers, partner organizations, clients, elected officials, and the public;

  • Knowledge and skills to effectively communicate spoken and written, including preparing and delivering presentations and project deliverable material;

  • Knowledge of emergency planning, including prevention, preparedness, response, and recovery operations, accounting for all hazards;

  • Ability to seek out continuing education and professional development opportunities;

  • Knowledge of Comprehensive Preparedness Guide 101, 201, or similar documents;

  • Knowledge of conducting the THIRA process;

  • Experience with disaster recovery and EOC operations;

  • Grant writing and management skills;

  • Project management experience.

Salary Information:

$55,000 - $65,000
