What You'll Do in This Position

Purpose of Position

Direct and provide leadership in the management of a complex, multidivisional logistics function to include materials planning, specifications, acquisition, staging and distribution in support of operational and maintenance programs. Develop and implement innovative changes within the organization resulting in streamlining of processes and gaining efficiencies.

Major Responsibilities

PLANNING-position requires a thorough knowledge of the various division's missions to assure understanding of customer needs including DOE milestones and award fee initiatives. When conflicts arise relative to materials requirements in supporting scheduled facility outages, priorities must be changed and strategies must be developed, researched and negotiated with division management to minimize the impacts to the operating facilities.

ACQUISITION-many of the procurement activities are in support of critical spares including materials that are not available as off the shelf items from vendors. Considerable research of old site specifications and drawings must be performed including interaction with Engineering to identify and determine the correct material to be purchased. Materials are purchased utilizing various procurement tool, i.e. strategic source contracts, p-card, and purchase orders. Materials are received from suppliers, inspected by QA for level 1 and 2 items, staged in accordance with specific maintenance schedules and delivered to the end user.

MATERIAL CONTROL- position is responsible for compliance with WSRC and DOE policies and regulations on material control and accountability including analysis to adjust inventories to meet strategic needs and quality assurance 1 Q requirements such as inspection, shelf life and in-storage maintenance.

PERSONNEL- responsible for the administration of personnel policies and career development of 25 to 30 personnel. Perform work force analysis including training and assessment of exempt and nonexempt personnel work performance and knowledge utilizing the PADP process.

PROCESS IMPROVEMENTS-Develop and implement business process improvements to accomplish efficiencies by implementing innovative short and long range plans to enhance group cost effectiveness to become "best in class" and also streamlining materials management processes by performing work flow analysis and determine methodology of setting priorities. Identity, design and communicate modifications required for procurement and materials management systems such as Field Material Tracking System (FMTS) and Procurement Cycle System (PCS).

RESOURCES- in order to accomplish the responsibilities of this position, the manager must assure that facilities are properly maintained as well as identifying and maintaining all related equipment such as delivery and passenger vehicles and material handling equipment such as fork lifts.

SAFETY- promote strong employees safety program including behavior based safety and job hazardous analysis.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

High School Diploma, GED, or other equivalent State Credential

Qualifications We Desire

B.S. DEGREE IN BUSINESS OR TECHNICAL RELATED FIELD WITH EXPERIENCE IN MATERIALS MANAGEMENT EXPERIENCE IS PREFERRED OR EXTENSIVE EXPERIENCE IN LOGISTICS PLANNING AND SUPPORT.

MUST HAVE COMPREHENSIVE KNOWLEDGE OF MATERIALS MANAGEMENT PRINCIPLES, SITE
SPECIFIC TRAINING IN PROCUREMENT, QUALITY, MATERIALS MANAGEMENT SYSTEMS, AND PROPERTY MANAGEMENT IS REQUIRED. MUST HAVE MANAGEMENT SKILLS REQUIRED TO MOTIVATE AND DIRECT STAFF USING SELF DIRECTED AND EMPOWERED TEAMS.

Procedures Professional Association (PPA) Procedure Writer Certification is preferred.
