JOB DESCRIPTION:
The Payroll Supervisor will oversee and supervise the organization's payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations at all levels of federal, state, and local entities. The supervisor will coordinate payroll activities, collaborate with human resources and accounting departments, train, direct, and supervise payroll staff, and ensure efficient payroll processing. ESSENTIAL JOB FUNCTIONS
- Manage and timely process weekly and bi-weekly payroll for all employees, ensuring accuracy and compliance with company policies and legal requirements.
- Manages payroll team members' performance and trains new staff.
- Maintain payroll records and ensure data integrity.
- Manages and resolves any issues related to payroll promptly.
- Prepare and submit payroll reports to management.
- Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices. Ensure full compliance with California wage and hour laws, including overtime rules, regular pay rate, meal and rest break compliance, final pay, and minimum wage regulations.
- Maintains and ensures compliance with state payroll and payroll withholding guidelines for each state where the Company has employees. Maintains the end-to-end payroll processing for multi-state operations, with a primary focus on California and North Carolina operations, ensuring timely and accurate payments for all employees and all withholding entities.
- Collaborate with HR and Finance departments to ensure seamless payroll operations.
- Conduct regular audits of payroll procedures and records to ensure data integrity and accuracy.
- Attends training sessions regularly to stay updated on changes in payroll laws and regulations. Utilizes learning tools to keep payroll staff trained.
- Supervises Payroll Administrator and Payroll Accountant
- Ensures the accurate and timely processing of payroll updates, including new hires and terminations, and validates changes to pay rates.
- Creates and maintains timekeeping written policies.
- Conducts training of managerial staff on all timekeeping obligations.
- Ensures all timekeeping procedures reflect time worked by assisting managers in approving and/or addressing all timekeeping approving duties.
- Coordinates activities supporting required payroll and related benefits-related audits.
- Act as an advocate of the timekeeping system and promote timekeeping procedures that are followed as per company policy.
- Communicate with other company employees to answer any questions regarding payroll.
- Maintaining the timekeeping system database, which includes Temporary Employees in Timekeeper and all related Payroll fields related to Cambro Employees. This includes providing sufficient required information to Temporary Agencies for proper billing and posting to financial records.
- Maintaining the privacy of payroll information and the database.
- Recommending improvements to the business processes.
- Processing all tasks related to employee garnishments. Working with various agencies to reconcile when necessary.
- Records and posts payroll entries to the General Ledger.
- Transmits all electronic files to outsourcing parties.
- Other duties may be considered as necessary.
- Must provide excellent customer service and adjust communication for to all levels of the organization.
- Prepares documentation for any payroll-related audit or investigation.
- Analyses the data and ensures wage & tax compliance.
- Maintains all documentation related to the administration of the payroll software program.
- Federal and State Tax return forms and instructions.
- Benefit plan guides include but are not limited to all health carriers and 401(k) compliance and the respective deduction attributes to comply with payroll requirements.
- Research, analyze, and retrieve data to prepare and maintain complex payroll records, summaries, and reports.
- Work independently and as a team member; establish and maintain cooperative working relationships with those contacted during work.
- Must work onsite business location 100% of the time.
- Maintain reliable and consistent attendance, including being punctual and dependable to meet the department's and the organization's needs.
- Execute each essential duty satisfactorily to perform the job successfully.
- Follows all safety procedures required in the work area, wears PPE as needed, attends all safety meetings, and reports safety issues regarding equipment or unsafe/hazardous conditions.

ADDITIONAL RESPONSIBILITIES The payroll manager must have current knowledge of payroll responsibilities and sufficient wage and hour experience to train the less experienced team members. This person must demonstrate a solid understanding of all areas of payroll, including processing, reporting, systems, taxation of wages, wage and hour laws, time and attendance, garnishment processes, and operational best practices.

- Proven ability to manage complex payroll issues, conduct payroll audits, and implement corrective measures for compliance.
REQUIRED QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
- Bachelor's Degree with an emphasis in accounting or any combination of education, training, and/or 10+ years of experience, with the demonstrated ability to perform the duties as described, including courses in accounting, business procedures, algebra, math, statistics, or related subjects, payroll processing and benefits experience in the midsize organization.
- Must have 5+ years of supervisory experience.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to author routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees of the organization.
- Ability to communicate effectively, both orally and in writing.
- Certified Payroll Professional (CPP) certification required.
- Outstanding ability to comprehend and act on the organization's business practices and procedures.
PREFERRED QUALIFICATIONS
- Advanced understanding of utilizing payroll database software, preferably Workday, Kronos, and ADP.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
