Orange Coast College (OCC) is seeking equity-minded individuals for a classified employee role as an Accounting Technician EOPS/CARE under the Counseling Division, as part of the EOPS/CARE department.

About OCC's Extended Opportunity Programs & Services (EOPS)
EOPS is designed to provide additional support to students with economic and academic barriers to their education. The goal of the EOPS program is to increase the number of underrepresented students enrolled in community colleges. EOPS provides "over and above" services to eligible full-time students that assist in reaching their academic, personal, and career goals. Under the EOPS umbrella, we also have the Cooperative Agencies Resources for Education (CARE) program designed for single parents.

The Cooperative Agencies Resources for Education (CARE) program provides resources and support necessary for disadvantaged single-parent students to improve their educational opportunities, and seek to enhance their employability and establish self-sufficiency through enrollment and completion of a degree or job training program.

Summary
Performs financial record-keeping duties associated with the processing and completing of accounting transactions for various accounts. Assumes responsibility for one or more elements within a complete accounting system, including preparation of related financial statements.


Distinguishing Career Features
The Accounting Technician - EOPS/CARE is the third level in a multi-tiered accounting career ladder. Accounting Technician - EOPS/CARE concentrates on processing and preparation of documents for further action and on data entry to pre-established formats and requires competency in accessing and entering alpha and numeric data for the college's EOPS/CARE program, the ability to learn to accurately post data to proper account classifications, and the ability to rapidly perform arithmetic calculations. The Accounting Technician - EOPS/CARE requires demonstrated competency in analyzing, monitoring, and processing a full range of accounting transactions. The Accounting Technician - EOPS/CARE will demonstrate knowledge of generally accepted accounting practices and rely on experience, education, and judgment to plan and accomplish accounting functions. The Accounting Technician - EOPS/CARE performs accounting services, prepares financial reports, makes journal adjustments to the general ledger, makes decisions and determinations in accordance with broad guidelines, and interacts with personnel at all levels providing guidance as needed.


Essential Duties and Responsibilities
Specific duties may vary among departments, divisions, and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
  • Performs accounting work for assigned accounts, including preparation of required
    financial statements, maintenance of the general ledger, and other related fiscal reports; works closely with the management of assigned programs to provide relevant and timely fiscal data.
  • Records, verifies, codes, and processes payroll information for faculty, staff, short-term,
    and/or student assistants, including information for stipends, overload, and other
    compensable elements. Processes contracts for outside contractors.
  • Processes purchase orders and direct payments for assigned accounts. Creates
    expenditure transfers, verifies encumbrances, and compiles information to make payments in accordance with established procedures.
  • Prepares transactions for the general ledger for assigned programs. Prepares journal
    entries for assigned funds.
  • Compiles, maintains, and reconciles information required in processing financial and
    accounting reports, tax forms, and budget information. Interprets information utilized to ensure compliance with federal, state, and local policies, laws, and regulations. Initiates and transmits payments.
  • Assists other District and campus personnel in resolving problems and/or concerns with accounting transactions and adjustments such as credit memoranda, undocumented purchases, invoices, goods and services not received, returned, or refunded checks; investigates discrepancies and makes appropriate corrections to accounts as required.
  • Performs duties related to reconciling subsidiary ledgers to the general ledger and/or
    researching discrepancies.
  • Assists with the development of organizational unit budget proposals, maintaining
    communications with work sections on status and information needs. Maintains
    approved budgets and transaction records, including those for special projects and funds.
  • Prepares, processes, and codes requisitions and claims for reimbursement. Resolves
    purchase orders and contractual matters with vendors and other service providers.
  • Researches financial information for discrepancies, making corrections as directed or
    required. Performs month-end closing processes. Reconciles bank accounts and
    calculates accruals.
  • Identifies, verifies, and corrects standardized account codes and available and qualifying budgets.
  • Assists Student Programs Specialists with processing book vouchers, book grants, and merit award grants for students.
  • Completes projects and special assignments that require getting information and
    cooperation from other departments and vendors.
  • Maintains accounting and financial records.
  • May initiate and prepare board agenda items, agreements, and contracts for services and facilities used by and/or provided by the division. Processes contract documents and sets up internal routines for monitoring performance.
  • Performs other related duties as assigned that support the objective of the position.
  • Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

Qualifications and Physical Demands

Knowledge and Skills

  • Requires a working knowledge of the principles, practices, and terminology of financial and statistical record-keeping and accounting practices.
  • Requires a working knowledge of governmental and fund accounting procedures.
  • Requires a working knowledge of computer-aided accounting systems to maintain accounts, enter accounting transactions, and extract detail and summary information.
  • Requires knowledge of financial statements and accounting performance (variance) reports.
  • Requires a working knowledge of office clerical procedures and computer-aided office productivity software.
  • Requires sufficient writing skills to prepare routine business correspondence, document work processes, and write account footnotes.
  • Requires sufficient math skills to compute totals, extensions, portions, ratios, quotients, and percentages.
  • Requires sufficient human relation skills to convey policies and procedures and to deal cooperatively with others on accounting transactions.
  • Requires skill at facilitating small group problem-solving processes.
  • Requires sufficient knowledge of proper English usage, grammar, spelling, and punctuation to prepare professional correspondence.

  • Requires the ability to perform accounting and statistical computations quickly and accurately.
  • Requires the ability to use a computer and related software and proprietary database for data entry, word processing, spreadsheets, reporting, and various forms of internal and external communications.
  • Requires the ability to organize and prioritize work to meet deadlines and timetables.
  • Requires the ability to work cooperatively with individuals and work teams within and outside the department.
  • Requires the ability to access and use a computer, common office productivity software, and specialized accounting software to access databases.

  • The position requires completion of an Associate's degree in accounting, business administration, or the equivalent, and 3 years of experience in financial record-keeping capacity, and 2 years of progressive administrative support experience.

(ON-CAMPUS - in-person position)
This is a temporary contract, categorically-funded, full-time (40 hours per week), 12-months per year classified position. The District reserves the right to extend, modify, or eliminate this position based upon available funds. The normal hours of work will be Monday through Friday from 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee . (Salary Schedule: EE-116)
