Brief Summary of Job Duties: Under the general direction of the Integrated Health Information Systems (IHIS) Manager, the Information Systems Analyst (ISA) 3 is a technical project leader, committee/team leader, system support analyst, and system administrator with a high degree of experience and recognition as a system-wide specialist in multiple functional areas. Project and committee leader duties include leading projects and teams by formulating strategies and administering policies, performing workflow process analysis, and coordinating business and technical resources within the Student Health Service (SHS), Counseling and Psychological Services (CAPS), and Information Technology Services (ITS) departments. Systems support duties requiring analysis of unique issues/problems without precedent and/or structure. System administrator duties include initial configuration to ongoing system, security, and account maintenance. Functions with a high degree of autonomy. Is a skilled professional with an in-depth grasp of the SHS ecosystem. Possesses broad business knowledge, analyzes problems/issues of diverse scope, and determines appropriate solutions. Applies clinical concepts, department/division, and campus / OP policies and procedures to provide solutions and resolve a variety of issues. Recommends and selects methods, techniques, and evaluation criteria to achieve clinic objectives. Provides advanced consultation, training, instruction, and troubleshooting / problem-solving to end-users for a variety of hardware, software, network, and information systems. Develops and conducts hardware and software tests and reports on configurations, behavior, and resolutions. Assesses needs and recommends hardware and software acquisitions and upgrades. Develops and manages information and reporting to support department needs. Performs complex analyses to meet departmental objectives. Required Qualifications:

Job Functions and Percentages of Time: 30% Commercial Off the Shelf (COTS) Software Configuration - * Independently manages multiple primary clinic systems and services for SHS, comprising multiple, highly integrated clinic information systems. * Partners with ITS, SHS, and CAPS stakeholders to make recommendations for purchase or upgrade of new hardware, software and services. * Performs complex and advanced analysis to acquire, install, modify and support clinic software packages. * Applies and manages complex security configurations for major functional applications. * Configures, modifies and manages complex information systems software settings based on user needs. * Understands marketplace and technology trends relative to user needs and provides input to clinic technology decisions and support direction. * Lead SHS department committees to manage multiple clinic software systems and services. * Plans and directs key activities in release management processes. 25% COTS Software and Device Selection, Implementation - * Provides strategic input to selection, implementation and customization efforts based on intimate knowledge of clinic and user needs. * Helps identify, evaluate and select clinic systems and develops or modifies processes and procedures for new and existing systems. * Creates specifications for systems to meet end-user requirements. * Develops and maintains new and existing complex custom medical records system templates. * Gathers, analyzes, prepares and summarizes business and user needs, documenting requirements, and revising existing application items and process workflows as necessary. * Documents and trains end-users in the use of complex software and processes. * Serves as technical lead on a variety of projects and department committees and executes information systems project plans. * Gathers and documents user and system requirements, including prioritization. * Researches vendor software solutions. Compares requirements relative to vendor software packages available on the market, defines any "gaps" between user requirements and vendor packages and develops recommendations for vendor software implementation, or custom development, or a combination. * Analyzes system requirements from cost, development, deployment, capacity, flexibility and support perspective. * Proposes alternative solutions and recommends preferred solutions, justifying the selection. * Serves as technical lead for projects of moderate scope. 25% COTS Software Support and Quality Assurance - * Applies skills as a seasoned information systems (IS) support professional with understanding of industry practices, department policies and procedures, and business needs to provide direct technical support and solutions. * Demonstrates effective judgment in selecting methods and techniques for obtaining solutions. * Evaluates, verifies/tests and implements new technologies and plans production releases. Performs simple to moderate cost / benefit analyses. * Documents and trains end-users in the use of complex software and processes. - Executes and negotiates with stakeholders information systems project plans. * Designs and coordinates work flow of support requests, setting priorities and tracking resolution through leadership and work with the SHS IS Committee. 20% Data Analysis, Support and Operations - * Develops and manages information to support organizational needs. * Manages and improves existing reporting systems. * Performs complex analyses to meet departmental objectives. * Conducts and facilitates issue identification, organizational risk assessment, and decision-making processes. * Works closely with management to understand and maintain focus on analytical needs, including identifying critical metrics and Key Performance Indicators (KPIs), and delivering actionable insights to relevant decision-makers. * Creates and maintains interactive visualizations through data interpretation and analysis, integrating various reporting components from multiple data sources. * Designs, develops, and operates database-related business automation processes. * Works with technical stakeholders to resolve procedural and technical database issues. * Works closely with business and technical stakeholders to develop strategy for long-term data platform architecture.
