The center conducts, analyzes, and disseminates qualitative and quantitative findings to connect decision makers with the objective research and guidance needed to make informed decisions about health policy and programs. Today the center is at work in more than 220 communities in all 50 states, helping our nation to improve health status. In 2017, the GHPC added a global portfolio, including work in Nigeria, Sudan, Kenya, and Ireland.

Job description

The Business Manager II will work closely with the assistant director of business operations to provide support related to contracting, budgeting, invoicing, and other supporting financial documentation, as well as regulatory compliance with federal, state, and organizational funding requirements. The positions will mainly provide financial and budgetary guidance for GHPC's behavioral health project portfolio.

Essential duties and responsibilities

The scope of responsibility will include these specific areas and duties but is not limited to the following:

Financial Duties:



  • Maintains financial records of project subcontractors
  • Monitors compliance with Georgia Ste University and sponsor financial requirements
  • Works with subcontractors to develop budgets
  • Reviews invoices for appropriate documentation and submits for approval
  • Tracks and documents subcontractor expenditures
  • Prepares financial reports to be submitted to sponsor
  • Provides financial assistance and guidance to subcontractors
  • Manages subcontract process for all departmental sponsored awards
  • Manages the processing of all department expenditure which includes vendor invoices, staff reimbursements, and consultant professional service fees, travel expenses and speaker honorariums.
  • Provides guidance to senior management team members to ensure project expenditures fall withing approves budget line items.
  • Facilities and manages the sub-award process
  • Serves as the liaison between subcontractors and department, manages and processes payroll actions for department to include but not limited to: earnings distribution changes, prior period adjustments, stipend requests and other payroll ad hoc requests.
  • Manages all processes related to budget creation, revisions and alignments as needed.
  • Initiates closeout activities related to sponsored awards
  • Assists in planning meetings, conference calls, and/or special events



ESSENTIAL SKILLS AND ABILITIES



  • Excellent oral and written communication skills
  • Ability to manage, prioritize, and coordinate multiple tasks
  • Knowledge of University policies and procedures
  • Knowledge of pertinent software packages, OneUSG, Spectrum, and Panthermart
  • Knowledge of business and financial management practices
  • Knowledge of sponsored proposals and awards administration
  • Effective time management and organizational skills
  • Computer proficiency, including the ability to use Microsoft Office

Qualifications :

Minimum Requirements:



  • Bachelor's degree and four years of administrative experience; or a combination of education and related experience.


Preferred Hiring Qualifications:



  • Prior financial experience in an academic environment and experience working with sponsored projects is desirable. Prior experience with online state payment management system is required.
