Responsibilities

We are seeking an Environmental Health & Safety Lead Analyst in Fort Irwin, CA to support our Deep Space Network (DSN) Operations and Maintenance O&M contract with the Jet Propulsion Laboratory (JPL) and NASA in Fort Irwin, CA.

The Deep Space Network is NASA's international array of giant radio antennas that supports interplanetary spacecraft missions, plus a few that orbit Earth. The DSN also provides radar and radio astronomy observations that improve our understanding of the solar system and the larger universe. The antennas of the Deep Space Network are the indispensable link to explorers venturing beyond the moon. They provide the crucial connection for commanding our spacecraft and receiving their never-before-seen images and scientific information on Earth, propelling our understanding of the universe, our solar system and ultimately, our place within it.

Responsibilities:

    Performs and guides technical EHS activities resulting from approved self-initiated or assigned projects and programs leading to innovative applications and extensions of existing or new programs/systems having major importance to the business within the assigned area of responsibility. Defines EHS project timelines and outcomes.
  • Develop and present training packages.
  • Complete routine and non- routine internal or external EHS compliance/conformance reports and associated data analysis.
  • Lead incident investigation and/or response teams for EHS incidents.
  • Participate in and/or lead EHS audits and/or self- assessments.
  • Actively apply engineering/scientific knowledge to EHS regulatory interpretation, EHS considerations for Management of Change, and EHS impact reduction.
  • Communicate effectively in written and oral format with peers, and others at varying levels within their own organization. Presents ideas well one-on-one, in small groups, and to larger audiences. Has the ability to convey meaning and importance of EHS topics to non-EHS personnel, and to influence others to take appropriate action based on such information. Actively seeks to continually improve communication and presentation skills.
  • Communicates effectively in both written and oral formats with external agency representatives and may communicate with EHS interest groups and community members. Represents the company appropriately, expresses ideas to technical and non-technical audiences with tact and sound technical or regulatory basis, and has the ability to influence external EHS agencies.
  • Can perform assignments outside of an individual's area(s) of EHS expertise.
  • At a senior level of proficiency, the employee works independently to conduct more difficult assignments, provides input on work procedures and guides the work of others.
  • Important personal and professional characteristics include being self-directed and detail-oriented, and having good interpersonal, communication, prioritization and organizational skills.
  • Apply an acceptable safety program to ensure site compliance with all Fed OSHA and Cal OSHA, including knowledge of consensus standards (i.e. NFPA 70E, ANSI and NFPA 101).


Qualifications

Required Qualifications:

  • Bachelor's Degree in Occupational Safety, Safety Engineering, Occupational or Environmental Health, Industrial Engineering, or a safety related field, and 5 years of experience administering a safety program or a Master's with 3 years of experience.
  • Must possess and retain a valid California drivers' license.
  • Project planning, program development and deployment skills.
  • Ability to manage the EHS of multiple construction site projects with changing priorities and deadlines.
  • Ability to interface with both external and internal customers.
  • A sound knowledge of and certification course(s) on federal, state, local laws and regulations pertaining to construction safety.
  • Knowledge in the fields of safety and health compliance and auditing.
  • Knowledge of governmental regulations and applicable standards such as EPA, OSHA. NIOSH, APCD and NFPA 70E that affect employee and environmental health and safety.
  • Technical expertise in analyzing numerical and claims data and industry performance measures such as Loss Time Injury Rates, Frequency Rates, and OSHA 300 Recordable Rates.
  • Ability to prepare, compose and present reports to all levels of management.
  • Knowledge of MS Word, Excel, Power Point, and related IT systems.
  • Ability to lift up to 50lbs.
  • Ability to climb antenna's up to 250ft.
  • Able to obtain a trusted background check and pass a National Criminal Information Check (NCIC). .

Preferred Qualifications:

  • Certification as a Construction Safety and Health Technician (CSHT) or Occupational Safety and Health Technician (OHST) by the Board of Certified Safety Professionals preferred.
  • Certified Safety Professional (CSP) designation
  • OSHA 500/501 Train the Trainer certification preferred but not required.
  • Effective written and oral communication skills as well as effective leadership skills.
  • Must be detail-oriented, able to adhere to deadlines and have strong technical, organizational and communication skills.
  • Knowledge of NASA Regulations

Target Salary Range

$66,000 - $106,000. This represents the typical salary range for this position based on experience and other factors.
