Job Description

Torch Technologies is seeking a Command and Control (C2) Combat Operations Test Engineer (TE) on numerous programs located at the 96 Cyberspace Test Group (96 CTG), 45 Test Squadron, Air Ops C2 Test Flight at Eglin AFB, FL. Supporting the digital transformation of various programs of record, developers rapidly deliver capabilities through Continuous Integration/Continuous Delivery (CI/CD) process and 45 TS tests the resultant capabilities on a continuous basis. This position supports the digital transformation of the Air Operation Center (AOC) Weapon System (WS) Block 10 Modernization Program, AOC WS 10.1 sustainment, and various other C2 systems through the testing of Combat Operations applications.

Role and Responsibilities

This position requires a highly motivated individual with experience in operational level Air Force operations. This individual would be responsible to:




  • Provide technical leadership and frequently advise on applications related to AOC WS Block 20, AOC 10.1, as well as other C2 systems



  • Monitor execution of detailed execution plans for air, space, and cyberspace operations



  • Determine the optimal combination of target, platform, weapon, and timing for dynamic missions included in the Air Tasking Order (ATO)



  • Modify and disseminate an operationally and tactically sound ATO



  • Conduct and manage testing of legacy AOC WS 10.1 applications such as Global Positioning System (GPS) Interference and Navigation Tool (GIANT), Joint Automated Deep Operations Coordination System (JADOCS), Theater Battle Management Core System (TBMCS), etc..., in a cloud-based environment supporting the Kessel Run APPTX portfolio



  • Conduct data analysis and apply knowledge of engineering technology. These tasks include test and evaluation, test support, logistics, sustainment, operations analyses, technical studies, and various analyses and support activities including program/system security



  • Assist in the development of test objectives/criteria, performance measures, test phase entry/exit criteria, analysis of design constraints, functional capabilities, and metrics



  • Support and/or lead Developmental Test and Evaluation (DT&E), Operational Test (OT), Force Development Evaluation (FDE), Risk Reduction Testing (RRT) and certification for test readiness. Identify deficiencies, verify compliance with specifications and standards, and assess stability of various system configurations



  • Support senior engineers when interacting with System Program Offices, other military services, and development contractors



  • Prepare, execute, review, and analyze test plans, procedures, metrics, and reports throughout the software development life cycle



  • Coordinate schedules, pre-and post-test activities, logistics of test planning, and test results.



Job Requirements

Required Qualifications




  • Relevant experience in combat ops in the areas related to: AOC WS operations as outlined in Air Force Instruction 13-1 AOC, Volume 3 or other operational force level planning assignment



  • Prior experience or knowledge on AOC Weapon System applications operations with the competency to learn other C2 systems



  • Experience executing or modifying air tasking order (ATO)



  • Demonstrated effective work on a team and lead/direct the work of others



  • Proficiency in the use and integration of MS Office applications



  • Must be able to effectively communicate orally and possess technical writing skills



  • Master's Degree in an applicable field. A Bachelor's degree plus 10 years of experience; or 12 years' experience may be substituted.



  • Must be able to obtain/maintain Secret clearance - US Citizenship required





Preferred Skills




  • Prior experience or knowledge on AOC Weapon System applications with the competency to learn other C2 systems



  • Familiar with the AOC Combat Operations Division (COD), teams, and processes, along with the software applications that support those processes



  • Understanding of developmental test and evaluation processes, specifically - acquisition program development and detailed knowledge of Air Force C2 test methodologies including AFI 99-103. Familiarity with Design of Experiments



  • AGILE Software Development testing. AGILE test design, execution and reporting as part of DevOps and continuous testing



  • Ability to interface with prime contractors developing the system under test (SUT) regarding test objectives, schedules, budgets, and methods of test
