Brief Summary of Work for this Position
The Budget Analyst reviews and monitors the budget for accuracy. Analyzes the university budget and reviews trends or patterns in spending to identify possible efficiencies or areas of concern. Troubleshoots errors and inconsistencies within the budget and provides recommendations to management for improvement. Provides guidance and expertise to campus constituents. Analyzes and reconciles data looking for potential budgetary risks, researches and presents resolutions. Oversees day-to-day budget processes.

This position interprets guidelines for the university, understands implications, and communicates to university staff. The position identifies risk and adverse issues generated in budget and program activities, presents appropriate issues, and recommends solutions to management. This position utilizes professional technical knowledge and analytical skills to assure that agency program goals and outcomes are effectively supported.

This position is responsible for the following duties:

  • Performs financial reconciliations, including but not limited to University Reserves.
  • Provides oversight and guidance on departmental budget requests for appropriate action and prepare budget transactions as required. Provides training and guidance to departments for budget action revisions that are necessary. Primarily, budget actions that are flowing through University Reserves such as enrollment growth, one-time funding, campus-initiated-tuition increases (CITI), and program/account realignment.
  • Assist the Business Systems Analyst II to prepare the annual All Funds Budget that is presented to the UNCW Board of Trustees and submitted to UNC System Office and shared with the UNC Board of Governors. This includes data analysis, data entry, communication with campus business officers, and a PowerPoint presentation.
  • Assist with the Campus-Initiated-Tuition-Increase (CITI) process. Duties include preparing meeting minutes, peer institution analysis, validating campus requests, PowerPoint presentation, and data entry into the NCHED database.
  • Assist with year-end cash management by providing SSRS budget reports to DBOs and executive leadership and preparing journal entries.
  • Process budget revisions including but not limited to revisions for the Investment fund and Differential tuition.
  • Provide website updates to the website content manager.
  • Serve as a backup for the Special Funds Budgeting AnaPlan module. Duties include the ability to train campus staff.
  • Other Duties and special projects as assigned by the Director of Budget, Planning, and Analysis.


Minimum Education and Experience Requirements
A Master's degree and 1-2 yrs related experience or a Bachelor's degree and 2-4 yrs experience. All degrees must be received from appropriately accredited institutions.

Primary Purpose of Organizational Unit
The Finance team within the Division of Business Affairs supports the University's mission, strategic vision, goals, and objectives by providing key financial services efficiently and effectively. The Finance team provides financial services directly to students and the campus community. Units within Finance include the Controller's Office, the Office of Budget, Planning, and Analysis, Purchasing Services, Student Accounts and Cashiers, and Financial Systems.

The Office of Budget, Planning, and Analysis reside within the Finance section of the Division of Business Affairs. It is responsible for providing university financial reports, projections, analysis, and administering all budgeting functions related to the operation of UNCW. The Office of Budget, Planning, and Analysis are responsible for maintaining fiscal integrity through the development and administration of financial and budgetary control functions. The Office of Budget, Planning, and Analysis work together with the Controller's Office and other areas within Finance to provide accurate and complete financial data to university management and state and federal agencies.
