Responsibilities

Modern Technology Solutions Inc. (MTSI) is seeking a Lead Test Manager Subject Matter Expert (SME) to provide Systems Engineering, Integration, & Test (SEIT) support to the United States Space Force (USSF) Operational Command and Control (C2) Acquisition Delta responsible for developing software and the supporting architecture for the organize, understand, plan, decide, direct, and monitor capabilities within the C2 Joint Capability Areas (JCAs). A successful candidate should be a self-starter who possesses initiative, excellent communication skills, the ability to lead and to collaborate effectively with cross-functional teams, and a proven problem solver.

Job responsibilities will include, but may not be limited to:

  • Providing test lead expertise to software system development
  • Understanding software system architecture, design, and subsystems integration
  • Understanding software test limitations and ensure test execution is accomplished within the constraints of system limitations
  • Reviewing software systems, sub-systems, and components to ensure proper test plans and data collection in testing
  • Possessing knowledge of data collection systems to coordinate proper set up in support of test activities
  • Leading and participating in test event planning, test execution, data management, data collection and data distribution
  • Monitoring performance parameters of experimental and operational systems during testing
  • Reviewing the development of the overall plans such as the TEMP, Test Points, test cards, etc.
  • Providing integrated engineering support for design reviews, test planning working groups, test card prep, execution, and post-test reports
  • Participating in and support test program for design reviews, scheduling meetings, liaising with test ranges, coordinating with stakeholders
  • Coordinating and providing requirements for test venues, test assets and participants across the stakeholders
  • Appling technical expertise to assess test range, system, or technology project readiness for testing and advising senior government personnel on test readiness
  • Preparing mission execution schedules, logistics coordination and track status and risk
  • Overseeing contractor and government test activities
  • Providing integrated test support for design reviews, test strategy development, test planning working groups, and other similar test related forums
  • Overseeing execution of complex test events in accordance with test engineering documentation and packages
  • Linking test results back to requirements to ensure the goals have been met
  • Preparing briefings and, when needed, attending on behalf of the program manager to ensure maximum engagement between the program manager's team and stakeholders
  • Understanding complex technical and operational information and implications and synthesizing it effectively for various audiences and purposes
  • Analyzing potential programmatic decisions and providing clear concise advice on tradeoffs and implications of decisions and outcomes

Qualifications

Required Experience:

  • 15 years of relevant DoD/IC or relevant industry work experience
  • 5 years of experience as a Test Director and performing Test Conductor operations
  • 5 years of experience in DoD and/or commercial SATCOM and network engineering
  • 5 years of experience with military space systems and protected MILSATCOM systems
  • At least 2 years' of Special Access Programs (SAP) experience
  • Familiar with AFMAN 63-119 and AFI 99-103
  • Experience with DoD/USAF test processes and documentation
  • Experience with aspects of systems engineering such as requirements elicitation, analysis, derivation and traceability, functional analysis and allocation, WBS, trade studies, modeling and simulation, metrics, risk management, integration and test, verification and validation
  • Proficient in Microsoft Office products (Word, Excel, PowerPoint)
  • Extremely motivated individual who is a self-starter and works well in a fast-paced team environment
  • Strong interpersonal skills to enable working, interfacing, and interrelating with diverse personnel and dynamic teams
  • Excellent analytical and organizational skills, specifically attention to detail along with effective time and project management skills
  • Experience with presenting and communicating technical data to various audiences (government and leadership audience experience preferred)
  • Willingness to mentor colleagues

Desired Experience:

  • Familiarity with the software factory platform diagrams
  • Experience working on a Systems Engineering, Integration and Test (SEIT) or Systems Engineering and Technical Assistance (SETA) contract

Education /Certification Requirements:

  • B.S. in engineering, mathematics, physics, or related scientific discipline
  • M.S. degree in related STEM field

Security Clearance Level Required:

  • Top Secret (Must be a U.S. Citizen)
  • SCI eligible
  • SAP eligibility

Location/Travel Requirements:

  • Place of work is El Segundo, CA area, remote work opportunity is limited
  • May require travel up to 20% of time within the continental United States

The pay range for this position in California is $160,000/year to $200,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
