Responsibilities
Modern Technology Solutions Inc. (MTSI) is seeking a Tech Baseline Management Lead Subject Matter Expert (SME) to support the Operational Command and Control (C2) Acquisition Delta Systems Engineering, Integration, & Test (SEIT) team, located at USSF Space Systems Command (SSC) in El Segundo, CA. The C2 Acquisition Delta oversees the software and architecture development within the C2 Joint Capability Areas (JCAs). This position supports technical baseline management across the C2 Acquisition Delta. A successful candidate should be a self-starter who possesses initiative, excellent communication skills, the ability to lead and collaborate effectively with cross-functional teams, and how is a proven problem solver. Job responsibilities will include, but may not be limited to:
- Establishing the technical baseline throughout the Delta's portfolio and formal configuration management process
- Facilitating requirements development and analysis across the enterprise and stakeholders
- Engaging customers for all technical baseline changes
- Managing requirements deviations and waivers from prime contractors/Original Equipment Manufacturers (OEM)s
- Leading the engineering team to support requirements management (e.g. tracing)
- Providing technical expertise and systems integration support to the customer
- Performing systems engineering and program management functions in support of major reviews, technical evaluations and requirements verification
- Performing requirements decomposition derived from documents such as Joint Requirements Oversight Council (JROC) products (e.g., the Software Initial Capabilities Document for Space C2), headquarters requirements, and guidance memorandums
- Using current best practices for assessing and prioritizing the requirements to ensure they are feasible, clear, and aligned with mission requirements / metrics to development activities such as traceability of JROC requirements to USSPACECOM Design Reference Missions
- Establishing traceability matrices to track requirements throughout each individual systems lifecycle, ensuring that all requirements are addressed in the final deliverable
- Documenting functional and non-functional requirements, use cases, and specifications
- Allocating performance specifications and requirements to development activities
- Interfacing and coordinating with stakeholders to ensure technical accuracy and verify correct capture of requirements for inclusion in requirements documents
- Liaising between technical teams and non-technical stakeholders to ensure a shared understanding of the requirements
- Coordinate and participate in technical meetings, generate requirements products as defined by the customer and stakeholders
- Working with MBSE counterparts to tracing requirements
- Validating requirements through completeness, consistency, validity, realism, ambiguity, and verifiability checks
- Performing cross-organization requirements satisfaction assessments, identifying alternative options for closing on total requirements scope
- Supporting requirements allocation excursions to include recommending requirement allocation to external parties where appropriate
- Coordinating requirements allocation and status of delivery against requirements with both internal and external stakeholders
- Managing changes to requirements throughout the project lifecycle, ensuring that all stakeholders are informed and that changes are documented and analyzed for impact
- Maintain a tracking tool of all ongoing requirements and change requests for leadership situational awareness
- Updating the contents of the requirements database to align with approved database changes, additions, and closures
Qualifications
Required:
- 15 years of relevant DoD/IC or relevant industry work experience
- 8 years of relevant requirements breakdown and tracing experience
- At least 2 years of Special Access Programs (SAP) and/or TS/SCI experience
- Experience analyzing and resolving proposed technical changes to technical baseline (i.e. interface documents, specifications documents, architecture products)
- Demonstrated experience managing multiple tech baseline portfolios across an enterprise portfolio
- Demonstrated experience with management database tools (DOORS, Access, Jira, SQL)
- Demonstrated understanding of Systems Engineering practices, techniques, and procedures
- Extremely motivated individual who is a self-starter and works well in a fast-paced team environment
- Strong interpersonal skills to enable working, interfacing, and interrelating with diverse personnel and dynamic teams
- Excellent analytical and organizational skills, specifically attention to detail along with effective time and project management skills
- Experience with presenting and communicating technical data to various audiences (government and leadership audience experience preferred)
- Willingness to mentor colleagues and lead brown bag sessions
Desired:
- Experience working with DoD or IC acquisition organizations
- Experience working specifically on a Systems Engineering, Integration and Test (SEIT) or Systems Engineering and Technical Assistance (SETA) contract
- Experience working with Space Systems Command (SSC)
- Understanding software related topics such as database design, content management systems, and enterprise service bus architecture
- User experience with Systems Modeling Language (SysML)/ Model-Based Systems Engineering (MBSE) (using CAMEO or SparxEA)
- User experience with Atlassian Jira/Confluence
- Familiarity with DevSecOps implementation and execution
- Familiarity with Continuous Integration and Continuous Delivery (CI/CD) pipelines executing in parallel
- Experience with requirements development using MBSE methodology and/or integrating requirements database with MBSE artifacts (e.g. Datahub)
Education /Certification Requirements:
- B.S. in engineering, mathematics, physics, or related scientific discipline (required)
- M.S. in engineering, mathematics, physics, or related scientific discipline (highly desired)
- 10 years of relevant experience may be substituted for the M.S.
Security Clearance Level Required:
- Top Secret (Must be a U.S. Citizen)
Location/Travel Requirements:
- Place of work is El Segundo, CA area, remote work opportunity is limited
- May require travel up to 20% of time within the continental United States
The pay range for this position in California is $150,000/year to $180,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
