ACQUISITION CONTROL MANAGER (ACM) SME, Environmental Science SUMMARY: Cherokee Federal is recruiting an Acquisition Control Manager (ACM) to support Environmental Support and Services at Joint Base San Antonio (JBSA), TX. The primary role will include technical and administrative support to the Government Project Manager (PM) in ensuring RFPs meet acquisition package standards, reviewing the acquisition packages for quality control, and monitoring associated project funding. Acquisition Control Management The Acquisition Control Management Specialist is responsible for overseeing and managing the federal procurement process in compliance with the Federal Acquisition Regulation (FAR). They play a vital role in ensuring that acquisitions are conducted efficiently and effectively while adhering to regulatory guidelines. The primary role will include technical and administrative support to the Government Project Manager (PM) in ensuring construction RFPs meet acquisition package standards, reviewing the acquisition packages for quality control, and monitoring associated project funding. Compensation & Benefits: Estimated Starting Salary Range for Acquisition Control Management: $90k to $95k Pay commensurate with experience. Acquisition Control Management Responsibilities Include:
- Leads client meetings and requirement sessions.
- Provide specialized A&AS contract acquisition support services to the Air Force including:
- Coordinate with AFCEC personnel, contract agents, Installation managers, and other Governmental personnel to assist in the drafting of project requirements.
- Draft project plans and appropriate planning documents.
- Draft estimates, and other components of the project package for USAF review and use.
- Develop Project Package Documents for the Air Force, including:
- Develop statements of work (SOW), performance work statements (PWS), and independent government estimates (IGE) for environmental investigation and remediation contracts.
- Develop project documents include clearinghouse approval memo, request for contracting support memo, and contractor alternative identification memo.
- Draft project scope, recommended quality control processes, CDs, and project package cover sheets.
- Evaluate industry capabilities and recommend project strategies, requirements, and services needed for projects.
- Obtain contract and task order reservation number including ATR form.
- Review requirements packages for completeness prior to submission to the USAF, along with a list of discrepancies for review and use.
- Track contract development and timelines for award.
- Provide revised documents for contract modifications, as needed.
- Assist with internal contract acquisition presentations.
- Assist with program requirement development and future FY needs.
- Management of technical teams to include workload distribution and timely deliverable submittals.

- Environmental investigation and remediation contract oversight
- Safety briefings and accompanying remediation contractors into controlled areas and providing controlled area safety briefings.
- Reviewing investigation and remediation contractor's deliverables including work plans, investigation reports, and recurring performance reports
- Updating Management Action Plans, Community Relations Plans, and other general Installation documents with the latest site cleanup information and status
- Interaction and correspondence with installation and AFCEC program managers.
- Performs other job-related duties as assigned.
Acquisition Control Management Experience, Education, Skills, Abilities requested:
- A bachelor's degree from an accredited discipline university in an Engineering or Scientific Discipline or related field is required. Substitution for master's degree based on experience.
- Three (3) to ten (10) years of experience in environmental restoration accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
- Performance Based Remediation (PBR) and Optimized Remediation Contracts (ORC) acquisition experience with one or more Federal agencies.
- Experience with contract acquisition process including a variety of contract vehicles such as Air Force, GSA and USACE.
- Experience in developing environmental IGEs for contract acquisition packages.
- Knowledge of state and federal environmental regulations, Defense Environmental Restoration Program (DERP) and Federal Acquisition Regulations including investigation of sites, site cleanup, and site closure.
- Strong organizational skills and excellent communication skills both oral and written.
- Experience using Microsoft Office products including Word, Excel, and PowerPoint.
- Ability to multitask and meet aggressive deadlines.
- U.S. Citizenship and DoD government security clearance NACI required.
