Job Summary

The Loudoun County Department of Mental Health, Substance Abuse and Developmental Services is seeking a talented and motivated individual to serve as an Assistant Director. The Assistant Director is an executive level public health administrator reporting to the Deputy Director. This position is a key member of the MHSADS leadership team with responsibility for designated portfolio. The successful applicant is a proven leader with thorough working knowledge of healthcare operations that support the delivery of mental health, substance use disorder and developmental disability services in accordance with federal and state licensing and third-party payer regulations. The ideal candidate is a professional who demonstrates agility and flexibility to navigate the rapidly changing healthcare environment and lead change. Strong analytical, public administration, and speaking skills are required. Responsibilities of the position include:

Leadership

  • Manage and supervise operations of various service activities. Coach, mentor and supervise program managers and team coordinators to define problems, propose resolutions, and analyze metrics to evaluate resolution efficacy.
  • Champion workforce development, succession planning, and interdisciplinary or cross functional person-centered teamwork to promote a professional, respectful, and collegial workplace culture of learning and growth.
  • Collaborate with members of County Administration, County Department Executive Leadership, and senior management teams for strategic and operational planning.

Change Management & Communication

  • Participate in the development and monitoring of the department budget and management of service level expenditures and revenue.
  • Develop, plan, lead, and implement new service models, standards, and practices.
  • Serve as a credible expert and trusted advisor who offers sound advice and guidance to the Department Director, Department staff, County Administration, the Board of Supervisors and other internal and external stakeholders on a variety of matters within the assigned area(s) of responsibility.
  • Apply outstanding written and oral communication skills including active listening, conflict management, feedback, negotiations, and proven presentation experience.
  • Articulate technical concepts in a non-technical manner to varied audiences.
  • Translate the strategic vision into actionable plans to advance the mission, vision, and values of Loudoun County Government and MHSADS operations.

Project Management

  • Participate in various planning, coordinating, and advocacy activities at state, regional, and local levels.
  • Advise the Deputy Director, Medical Director, and Department Director on matters of local, regional, state, and federal significance to the provision of behavioral health and developmental disabilities services.
Salary commensurate with experience.


Minimum Qualifications

  • Requires any combination of education and experience equivalent to a Master's Degree in Public Administration, Healthcare Administration, or a Health and Human Services related field.
  • Five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting, or equivalent combination of education and experience.
  • Strong interpersonal skills, the ability to mentor staff and effectively work with and develop positive relationships with various stakeholders.

Preferred Qualifications

  • Bi-lingual (Spanish-English) and multi-lingual candidates strongly encouraged to apply.

Special Requirements

  • Must be fitted for N-95 (or similar) mask to safely provide on-site services as needed.

Job Contingencies and Special Requirements

Employment is contingent upon successfully passing pre-employment background check to include fingerprinting, credit, NCIC, DMV and TB test. Must have a good driving record and a valid driver's license in Virginia or regional state of residence.
