Coordinator, Right of Way & Permitting - Progression

Responsible for public Right-of-Way (ROW) permitting and construction activities (design criteria, permitting requirements, & construction standards); as well as required coordination of TEC construction projects.

PRIMARY DUTIES AND RESPONSIBILITIES

LEVEL 1: ASSOCIATE COORDINATOR

Acting with limited direction, the Associate Coordinator serves as the point of contact for ROW use requirements, permit requirements and construction standards required by all governmental agencies for TEC's construction and maintenance activities.

1. ROW Permit & Permit Closeouts - Send bi-weekly notice to agencies, to follow-up on permit status, updates permit information and tracking database and in permit files. Assist in sending out RFIs from agencies to appropriate recipients. Assist is releasing permits to DDT and update permit documentation in file this includes downloading/processing each permit, saving to our TECO file, Work Pro data entry, and notification to the assigned DDT. Track/Validate Pay Permit fees paid. (40%).

2. First level of support for problem resolution. Also helps maintain and route messages in the PERMITS permitting mailbox. Provide outreach to techs, contractors, and agency personnel as needed on submitted docs, permits, fees, outstanding items, etc. (20%)

3. Reconcile monthly credit card statements:

a. Includes permit fee coding

b. Misc. expenses coding

c. File statements

d. Copy receipts and compile documents for accounts payable (10%)

4. Provides support in maintaining and organizing the department's Liaison Share Point and Internet web sites; developing and enhancing for timely communication and maintaining an organized repository for meeting minutes and documentation. Performs other duties as requested, including department budget administration. (10%)

5. Manage departmental mailbox daily: (10%)

a. Identify appropriate routing of mail, assigning it accordingly within the department structure.

b. Process any incoming mail pertaining to job responsibilities.

c. File in appropriate categories and folders for future reference.

6. Performs other duties as requested, including department budget administration. (10%)

RELATIONSHIPS

Key Internal: Internal interactions include ED Engineering, ED Operations, ED Project Management, Telecom, Lighting, ES Project Management, New Construction, Community Relations, Gas Operations, Gas Engineering, and Legal.

Key External: Interaction with other governmental agencies, other utilities, liaison organizations, contractors, and others as necessary.

QUALIFICATIONS

Education

Required: Minimum of a High School Diploma or equivalent certificate.

Preferred: Associate's degree in a technical field from an accredited institution preferred.

A college degree may substitute for a portion of the minimum experience requirement. A relevant college degree may substitute for up to (3) years of the required work experience.

Licenses/Certifications Required: None

Experience

Required: Minimum of 2 years of work experience related to performing the duties and responsibilities of this position is required. Related experience consists of permitting, contract administration, construction planning and/or operations, and/or governmental administration.

Preferred: Work experience directly performing the duties and responsibilities of this position and/or prior experience working with governmental agencies, regulators, and/or legislators is preferred.

PRIMARY DUTIES AND RESPONSIBILITIES

LEVEL 2: COORDINATOR

Acting with limited direction, the coordinator serves as the point of contact for ROW use requirements, permit requirements and construction standards required by all governmental agencies for TEC's construction and maintenance activities.

1. ROW Permit & Permit Closeouts - Obtains and distributes Right-of-Way (ROW) use permits for TEC construction activities within public ROW. Tracks and manages follow-up activities regarding permit status, and permit information. Manages and maintains permitting SharePoint site to ensure current documents, links and guidelines are accurate. Assists in releasing permits to multiple departments within ED and updates permit documentation in files which includes downloading/processing permits, saving to TECO files, Work Pro data entry, and notification to the assigned department. Assist in sending out Request for Information (RFIs) from agencies to appropriate recipients (40%).

2. Work Start Notification (WSN) Entry/Closeout - enters WSN for the City of Tampa (COT) to database for weekly rollovers and closeout tracking. Completes COT WSN entries through Accela system. Ensures all departments are up to date and aware of Annual General Use Permits/Maintenance Permits, utility accommodation guides, manuals, ordinances, and construction standards with local and state governments. Reviews all open permit requests and work start entry in databases from 2017-present. Reviews all associated work requests in Work Pro for completion (status 80) and sends notice to agencies to close records. Submits all FAA permits (20%).

3. Supports the Lead Coordinator in ROW design, permitting, and construction standards for Tampa Electric by implementing training materials and procedures and providing regular training for employees and contractors, ensuring all legal requirements of the company are adhered to regarding public roads, their rights of ways, and the compensable interest of TEC (10%).

4. Serves as a point of contact for ROW use requirements and permits for Electric Delivery construction projects. Supports the Lead Coordinator on Electric Delivery and Energy Supply Project Management Teams making sure that all permitting, and ROW use requirements are met, and ensuring that in-service-dates are within cost scope. (10%).

5. Liaison between TEC and governmental agencies for coordination of damage claims and complaints (e.g. road restoration, sidewalk repair, etc.) (10%).

6. Performs other duties as requested, including department budget administration. Track and validate permit fees and process payment. (10%)

These positions are part of a progression. Advancement to a higher level is based on value added to the company through increased duties, responsibilities, and accomplishments. Advancement is not automatic, i.e., based solely on time in the job, but will be based on the employee's performance, qualifications, and the technical needs of the department.

The experience guidelines are minimums. Exceptions to these criteria must be approved by the appropriate business unit director, should promotions occur prior to achieving these minimums.
