Loudoun County Office of Emergency Management, Safety & Security is seeking a detail-oriented, innovative, and analytical team player for a Safety Program Manager position. An ideal candidate should be a known problem-solver, collaborator, and effective communicator, and thrive in a fast-paced, result-oriented environment. This position provides leadership and oversight of service areas; markets program services to stakeholders and community; oversees program budget and delivery of program services; maintains compliance with policies, procedures and processes, related laws, regulations, ordinances, best practices, and industry standards; maintains program records, and analyzes programmatic return on investment.
This position reports directly to the Safety and Security Program Administrator and is responsible for, but not limited to, the following duties:
- Responsible for program management to include defining goals, objectives, and performance metrics; ensuring services are delivered efficiently and effectively; along with personnel management to include day-to-day supervision, coaching, and mentoring.
- Assists with the development and management of division budget and contract management.
- Ensures the development and delivery of required training programs; consults with stakeholders; represents the organization at internal and external meetings and conferences; and serves on local, regional, or state committees and working groups.
- Manages the development, implementation, and maintenance of facility emergency plans and associated training and drills.
- Manages the lifesaving and life-sustaining equipment deployed to County facilities.
- Organize and maintain program and project documents, reports, and information.
- Responds to urgent situations at County facilities to assist with the implementation of plans, policies, procedures, and processes. Assigned to leadership/support positions within the Emergency Operations Center during activation.
- Manages the County's respiratory protection program and equipment in accordance with applicable standards, laws, and regulations.
The ideal candidate will be a highly effective communicator capable of conveying complex information in a clear and concise manner; have the ability to develop, implement, and maintain a variety of plans, policies, and procedures in the programmatic area of health and safety; maintain an understanding of applicable Occupational Health and Safety standards and regulations; and possess the skills requisite to provide day-to-day supervision, professional development, coaching and mentoring of assigned personnel.

Minimum Qualifications
-
The Safety Program Manager position requires a bachelor's degree in workplace safety and security, occupational safety, or a related field; five (5) years of related work experience in occupational health and safety or security including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.
