As a Rates and Charges Specialist, you will maintain and operate the Airports Authority's statistical models to develop rates and charges, methods for calculating charges not provided in the Use Agreement, and forecasting and bond sizing according to the Use Agreement.

Rates and Charges Specialist

Serves in the Office of the Chief Financial Officer at the Headquarters Office.

In conjunction with the Rates and Charges Manager manages the Rates and Charges (from planning through implementation) for the Airports Authority. Interprets financial results for the Aviation Enterprise consisting of Capital Construction Program (CCP), operating expenses, revenues, and activity statistical data to determine Use and Lease Agreement requirements, including computing and evaluating rates and charges with the assistance of rates and charges staff., Performs analytical work in financial strategic initiatives considering the effectiveness and overall impact on the Airports Authority. Performs related functions.

GENERAL RESPONSIBILITIES

Reviews and analyzes rates and charges to ensure alignment with the agreement and support financial decision-making.

Contributes to the development of the airline revenue sections of the annual operating budget, using statistical models to ensure financial sustainability, in compliance with the Use and Lease Agreement and Bond Indenture.

Assists in setting rates and charges for landing fees, terminal rental, and passenger fees, for IAD and DCA, including specific tenants, and new signatory airlines, based on contract terms.

Develops and interprets complex forecasting models to improve financial accuracy and outcomes.

Creates billing methods for Signatory Air Carriers, incorporating service usage, administrative costs, and amortization of construction expenses.

Utilizes Workday and Propworks to build custom models for rate and charge calculations.

Monitors cost reports, airline activity, and financial obligations, explaining impacts on rates and charges to staff and air carriers.

Collaborates with multiple departments (e.g., Airline Business Development, General Counsel, Engineering) to develop cost and revenue figures for Majority-In-Interest projects.

Assists in preparing financial reports and presentations for senior leadership, supporting communications on rates and charges to the Board and airlines.

Develops financial cash flow models, coordinating with the Financial Advisor to project funding needs and assist with bond issuance.

Provide financial data for bond financing presentations and collaborate with the Airport Consultant on the Report of the Airport Consultant (ROAC).

Maintains and updates the CCP financial model, ensuring accurate application of debt service per the Agreement and supporting future projections.

Presents and explains complex financial calculations to management and airlines during Agreement negotiations, ensuring clarity and understanding.

Collaborates on the preparation of Passenger Facility Charges (PFCs) and grant applications for FAA submission.

Prepares year-end financial settlements, ensuring accurate airline credits, and works with auditors to finalize financial results.

Ensures proper application of grants within the rates and charges model and accurate FAA reimbursement processing.

Serve as a liaison between the Office of Finance, air carriers, and the Metropolitan Washington Airlines Committee Representative (MWAC) on rates, charges, and budget development.

Monitor industry trends, economic conditions, and regulatory updates, ensuring compliance with FAA policies and other standards.

Assists in developing Tax Equity and Fiscal Responsibility Act (TEFRA) notices and preparing financial analyses for public hearings, ensuring compliance with federal requirements.

Performs other duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience in finance and financial analysis. An equivalent combination of education and experience may be considered.

Skill in using a financial management method and/or systems for financial purposes including budgeting, tracking expenditures, etc.

Knowledge of laws, rules, and regulations governing the preparation, review, and implementation of operating and capital budgets.

Ability to problem solve and perform financial analyses and modeling to make recommendations to improve service delivery.

Skill in writing clear, detailed financial reports and presentations for management.

Ability to perform financial management, budgeting, cost accounting, financial accounting, and reporting.

Ability to speak and write effectively.

Skill in using a computer and modern office software, with an emphasis on accounting and Workday financial systems/software, including knowledge of Microsoft Excel

PREFERRED QUALIFICATIONS

Knowledge of Generally Accepted Accounting Principles (GAAP) and the ability to identify changes and trends in costs impacting rates and charges and expenditures for budgeting to identify items that might impact future expenses and revenue.

Knowledge of Use and Lease Agreement methodologies.

Knowledge of Workday and Propworks.

Master's in business administration, Finance, Accounting, Economics, or related field.

EDUCATION

A bachelor's degree in any field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
