HJF is seeking a Deputy Science Director to support the National Center for Disaster Medicine and Pubic Health (NCDMPH), a center of the Uniformed Services University of the Health Sciences (USU) in Bethesda, MD. The Deputy Science Director will serve as both an action officer and co-director to the Science Director. The incumbent will directly support the Joint Disaster Medicine and Public Health Ecosystem, which is a network of academic and industry partners that support NCDMPH and the federal interagency to conduct science, carryout operational research, and develop training and education for advancing the practice of medicine and public health in disasters. They will serve as Co-Principal Investigator and is responsible for independently conceiving and designing research projects of considerable complexity and difficulty. Supervises projects and investigates the feasibility of applying a wide variety of scientific principles and concepts to potential inventions, products, and problems. Design and develop research in disaster medicine and public health, to include initiating funding opportunities. Assist in the execution of the Joint Disaster Medicine and Public Health Ecosystem,

NCDMPH was established under the Homeland Security Presidential Directive 21 (HSPD 21) in October 2007 to be "...an academic center of excellence in disaster medicine and public health...." The mission of the National Center is to improve the Nation's disaster health readiness through education and science. NCDMPH is a unique organization with five Federal agency founding partners: Department of Health and Human Services (HHS), Department of Defense (DoD), Department of Homeland Security (DHS), Department of Transportation (DOT), and Department of Veterans Affairs (VA). NCDMPH's existence as a Federal organization, but located within an academic institution, the Uniformed Services University of the Health Sciences (USU), positions it as a bridge between these spheres. The unique structure and position make NCDMPH especially suited to meet its critical readiness mission.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

Action Officer:

  • Lead the planning, execution, and oversight of research projects and protocols.
  • Work with program staff to manage projects, track funding, and ensure appropriate administrative actions (e.g., institutional review board compliance).
  • Vet funding opportunities for relevance, eligibility, and strategy alignment.
  • Brainstorm with and enable program staff to partner strategically and maximize research and project opportunities, both scientifically and financially.
  • Work with program staff and Ecosystem partners to ensure quality, cost, and timelines are maintained.
  • Provide mentorship and coaching to technical staff.
  • Coordinate and prepare new grant and funding applications.
  • Makes major contributions to scientific literature and conferences.
  • Prepare publication-ready manuscripts.
  • Finalize reports and review for submission to scientific journals and patent applications.

Co-Directing:

  • Review National Center, National Disaster Medical System Pilot Program (NDMS Pilot), and Ecosystem projects for new directions, opportunities, and connections with non-traditional and new partner organizations.
  • Co-develop strategies; roadmap and execute operational plans and tactical decisions relative to strategies.
  • Understand and promote the Ecosystem and National Center with current and new partners as well as interagency stakeholders.
  • Support National Center leadership in senior level engagements across government, academia, and industry.
  • Serves as in-house and outside consultant.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
  • May include budgetary responsibility to include plan/forecast, prepare, approve, monitor.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

Education and Experience

  • Doctoral Degree (PhD, DrPH or MD) required.
  • Prior experience in Federal Government/Contracting preferred.
  • More than 10 years experience required.

Required Knowledge, Skills and Abilities

  • Knowledge of applicable highly complex scientific procedures and techniques.
  • Ability to take initiative and develop new proposals/protocols.
  • Ability to work with a variety of staff members and stakeholders effectively at all levels.
  • Excellent interpersonal and communication skills.
  • Experience applying for new funding opportunities related disaster medicine and/or public health research.
  • Experience working in or supporting the federal sector highly preferred.
  • Experience directing or managing subcontracted, outside academic or matrixed support staff on discrete research projects is required.
  • Autonomy: Execute, grow and sustain their assigned portfolio with little prompting or supervision.
  • Complex/Timely Decision-Making: Assess issues to determine urgency and articulate clear decisions that are timely and in the best interests of NCDMPH.
  • Strategic Thinking: Assist with determining strategies to move the program forward; set goals, create and implement actions plans, and evaluate the process and results.
  • Problem-Solving: Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
  • Analysis: Analyze, synthesis, and summarize complex ideas and sources related to disaster health, public health preparedness and response, education and training.
  • Teamwork: Work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance the portfolios effectiveness; Ability to work both completely independently and in a team environment.
  • Organization & Planning: Set priorities, develop a work schedule, monitor progress towards goals, and track details, data, information and activities; ability to meet multiple deadlines and handle multiple priorities.
  • Adaptability: Demonstrate flexibility and versatility in high-pace work environments and ever-changing work environments.
  • Relationship-Building: Establish and maintain positive working relationships with others, both internally and externally.
  • Communicate Effectively: Speak, listen, and write in a clear, thorough, and timely manner; excellent interpersonal skills.
  • Ability to obtain and maintain a T3/Secret Clearance.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $120,600-$180,000. Actual salary will be determined based on experience, education, etc.
