Requirements

    Must possess an active TOP SECRET/SCI clearance
  • Must be eligible to pass a CI polygraph
  • Minimum 5 years' experience in Signals Analysis (SIGINT)
  • Genuine desire to solve unique, fleet-level problems
  • Demonstrated creative, critical thinking, and troubleshooting skills
  • Hands-on experience working with Navy (or other services) SIGINT systems (SSEE/CORSAIR/CCOP)
  • Hands-on experience working with SIGINT analytic tools
  • Ability to solve difficult technical problems with minimal oversight, established directions, or guidance
  • Collaborative teamwork skills interacting across multiple disciplines including other systems engineers, software developers, integration teams, quality assurance, production personnel, and program managers
  • Have developed communication skills and the ability to express thoughts and ideas clearly and concisely, employing technical writing techniques


Desired Skills

  • Experience with a broad range of signals analysis toolsets (WVT, DVT, SCEPTRE)
  • Familiarity with Navy, or other military, requirements, and priorities
  • Understanding of modulation schemes, radio wave propagation fundamentals, and waveform analysis
  • Hands-on experience utilizing digital and RF test equipment including signal generators, network analyzers, and spectrum analyzers
  • Hands-on experience with Navy, or other military, SIGINT suites and systems (SSEE/CORSAIR/CCOP)


Description

Naval Information Warfare Center (NIWC) Pacific is one major organizations responsible for the research, development, testing, and evaluation (RDT&E) of new and emerging technologies to enhance and increase Navy SIGINT capabilities. This support includes, but is not limited to; research and identification of innovative technology, requirements analysis, testing and demonstration, technical writing, representation at S&T/R&D conferences, training, procurement, configuration management, production, transition support, drafting and repair. This support, ultimately, is designed to ensure the deployed Navy sensors are capable of achieving success against emerging technology from our Nation's adversaries.

This Systems Analyst will act as a contributor to small group of skilled engineers, software developers, signals analysts, and Information Assurance professionals supporting the RDT&E of innovative technology to support the enhancement of Navy SIGINT systems.

  • Identifying, deconflicting and supporting integration of innovative technology being developed throughout the community
  • Planning, testing, and providing technical expertise to the identification of innovative technology within the community
  • Evaluating vendor capabilities to provide required products and services
  • Utilizing understanding of signals to support customer integration of novel solutions to existing Programs of Record (POR)
  • Utilizing understanding of signals analysis tools to conduct analysis and inform customer on innovative communication techniques
  • Utilizing understanding of signals analysis systems to conduct analysis and inform customer on innovative communication techniques
  • Providing transition support of newly identified and innovative technology to existing PORs
  • Using developed communication skills and the ability to express thoughts and ideas clearly and concisely
  • Employing technical writing techniques
  • Supporting development of documentation suites, to include operator user guides and training documentation
  • Acting as a team player, dedicated to program support, capable of multitasking and working several complex and diverse tasks with simultaneous or near simultaneous deadlines.
  • Acting as a self-starter who is accountable and requires minimal direction and supervision; a person who is open to new ideas
  • Performing self-directed research including: decomposition of existing systems and design of new systems and configurations
  • Researching and implementing integrations between various new/existing systems to provide new functionality
  • Coordinating with national partners to acquire and research signal data
  • Troubleshooting existing systems and identification of system shortfalls
  • Examining fleet needs to inform customer on new system requirements
  • Researching, identifying, and recommending new innovative systems and technology as well as improvements for existing system functionality
  • Development of new system documentation and training to support system transition
  • Developing innovative ways of integrating novel technology into existing PORs
  • Providing of transition support for newly developed systems (training, user manuals)

SRC IS A CONTRACTOR FOR THE U.S. GOVERNMENT. THIS POSITION WILL REQUIRE U.S. CITIZENSHIP AS WELL AS A U.S. GOVERNMENT SECURITY CLEARANCE AT THE TOP SECRET / SCI LEVEL with CI POLY ELIGIBILITY
