- Experience or familiarity with DoD acquisition program Test and Evaluation (T&E), test ranges, ground testing, hypersonic wind tunnels, or other T&E infrastructure
- Experience writing statements of work, mission objectives, and performance-based requirements
- Experience writing technical planning documents such as Systems Engineering Plans (SEPs) and evaluating performer generated documents such as Systems Engineering Management Plans (SEMPs)
- Experience with DoD Digital Engineering methods
- Experience as a SETA team member evaluating the technical performance of Government contractors
- Familiarity with Mechanical, Electrical, and Plumbing (MEP) systems such as; electrical power distribution, high pressure air generation and storage, compressors, boilers, steam generation, industrial heaters (electrical, natural gas, methane, hydrogen, or other), instrumentation and control systems for industrial processes, buildings for industrial use, water cooling for industrial equipment (pumps, heat exchangers, etc.), hydraulic systems, gas process handling equipment (valves, piping, regulators, instrumentation), reliability and availability best practices, operations and maintenance
- Familiarity with system safety (MIL-STD-882E) hazard identification, analysis, control, and monitoring
- Familiarity with DoD acquisition cybersecurity requirements
- Interest in learning about hypersonic test and evaluation concepts and infrastructure
- TS/SCI eligible
Description
Seeking an early to mid-career Systems Engineer to directly support the DoD and the modernization of U.S. hypersonic test and evaluation infrastructure. The Department of Defense (DoD) Test Resource Management Center (TRMC) plays a critical role in support of the warfighter. TRMC ensures that DoD components have the appropriate test and evaluation (T&E) infrastructure required to research, develop, field, and maintain military systems. Recently, the United States has accelerated its efforts to develop air vehicles that travel at hypersonic speeds (greater than Mach 5 or approximately 3,000 miles per hour). To enable these systems, the TRMC has funded several major projects and has established a project management team to modernize hypersonic test infrastructure. The duties described in this job description are critical to enable the project management team to oversee the execution of these projects. This is a newly established effort and as a founding member, the ideal candidate would be excited to play a significant role in creating the team that enables program success. Under the guidance of the Lead Systems Engineer (LSE), Project Manager (PM), and Chief Engineer (CE), the Systems Engineer will:
- Perform or assist with Requirements Management tasks including:
- Elicit stakeholder capability objectives (capability gaps, anticipated use-cases, and/or mission threads)
- Translate end-user needs to unambiguous, measurable, testable, verifiable, and feasible system performance requirements
- Track requirements stability, traceability, and change process
- Monitor performer verification and validation planning
- Perform or assist with Risk, Issue, and Opportunity (RIO) Management tasks including:
- Maintain the project office RIO register
- Collate and prepare briefings for the project office RIO Management Board (RMB)
- Track performer mitigation, amelioration, and burn-down plans
- Monitor controlled RIO for changes throughout the project life cycle
- Generate and maintain processes and procedures for evaluating and monitoring technical performance with collaboration and input from project engineering staff
- Contribute to the drafting of the Statement of Work (SOW), Test Capability Requirements Document (TCRD), Systems Engineering Plan (SEP), and other technical management documents
- Monitor, assess, and report on performer adherence to systems engineering processes and contract requirements throughout pre-award, requirements development, design, construction, commissioning, and operations for Test and Evaluation infrastructure projects
- Generate systems engineering summaries and briefings for project and program office leadership
- Assist with planning for project technical and milestone reviews, including the development of entry and exit criteria
- Participate in technical design reviews and meetings, such as the System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), Integrated Product Team (IPT) meetings, Technical Interchange Meetings (TIMs), etc.
- Attend and participate in Program Management Reviews (PMRs) and other management review meetings
- Assist the project staff to collect, track, analyze, review, transform, disseminate, visualize, configuration manage, and control proposals, briefings, Engineering Change Proposals (ECPs), contract deliverables, contract data, baselines, and technical documents such as the Systems Engineering Management Plan (SEMP), Contract Work Breakdown Structure (CWBS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Test and Evaluation Master Plan (TEMP) / commissioning plan, Life Cycle Sustainment Plan (LCSP), Program Protection Plan (PPP), and others.
- Contributes to the project office knowledge management repository to document lessons learned, insights, and best practices
- Work in a team of discipline engineers (aerospace, mechanical, electrical, system safety) and project managers (PM, financial, contracts, project controls) to achieve positive project outcomes
- Adhere to DoD/TRMC records management requirements
- Follow administrative and sensitive data protection guidelines
- Travel approximately 20% of the year (~10 non-consecutive weeks) to performer worksites and offices to observe design, construction, commissioning, and operations activities, and participate in reviews and meetings.
